Blakely, Special Assistant to the SADBU Director for HBCU/MI. I bring you greetings from Ms Tracey L. Pinson, Director Army Small Business Office, an ardent support of the HBCU program. The Army remains committed to developing and maintaining long-term relationships with Minority Institutions, especially those interested in math, science and engineering programs. The Army is an organization that is transforming itself e.g., (Future Combat Systems and emerging technologies); therefore creating more opportunities for Colleges and Universities to participate in Army research and development and training programs.     2. 9/3/2012 2 HBCU/MI Program Legal Guidance P.L. 99-661, National Defense Act 1987 Section 1207 - Established the 5% Goal for SDBs, HBCUs and MIs (10 USC 2301). P.L. 101-510, National Defense Act 1991 Section 832, Enhancing Participation of HBCU in DOD Research (10 USC 2323). 99-661 established the 5% SDB/HBCU goal that Federal Agencies use that evaluate our accomplishments. The Army established programs to enhance undergraduate, graduate and doctoral programs in science math, science and engineering are are critical to the Army mission. Army personnel is available to advise and assist faculty in the performance of Army research activities, i.e. Army Research Laboratory. Establish partnerships between Army/Defense laboratories and HBCU\MI. Award scholarships, fellowships, and establish cooperative work-education programs. Equip and renovate laboratories for the performance of Army/Defense research; and Provide other assistance to strengthen the HBCU scientific capabilities in critical disciplines that he national security functions of the department or the college infrastructure to support the performance of defense research. 99-661 established the 5% SDB/HBCU goal that Federal Agencies use that evaluate our accomplishments.     3. 9/3/2012 3 FY 04 HBCU/MI Goals Match HBCU/MI Research capabilities with Army requirements. Maximize Infrastructure funding to create essential research capacity . Sustainable funding through Educational Partnership and program linkage, i.e. research facilities. Many HBCU currently possess the prerequisite facilities and staff to conduct research for Army activities. The primary objective is to match our research needs with the capabilities of HBCU institutions. Army/DoD allocates $15M annually to HBCU/MI to build the research capacity among HBCU institutions that allows them to fully participate in research and development programs. We believe that educational partnerships between the Army Major Commands and Research and Development and Engineering Centers (RDECs) will create more opportunities for HBCUs to participate in on-going research activities. Our technical assistance workshops are designed to meet their specific needs and concerns of the local HBCU institutions, We can address specific areas of interest ranging from contracting procedures to forming cooperative research and development agreements (CRADAs) Many HBCU currently possess the prerequisite facilities and staff to conduct research for Army activities. The Army/DoD provide two types of program assistance to HBCU; Technical Assistance consisting of information on Army programs i,.e. contracting and grants opportunities and hands on training sessions. The Army also provides funding through the Infrastructure Assistance programs to build research capabilities. Army SADBU Officers are available to assist HBCUs in developing outreach programs to win contracts and grants. . The Army Research Office at Research Triangle Park, NC publishes an annual Broad Agency Announcement (BAA), outlining key research areas of interest. The infrastructure funds are used to renovate laboratories and purchase equipment to enhance capabilities and to train students in new /emerging technologies. Critical Army disciplines, i.e..... science, engineering and mathematics. Approximately $12-15M awarded to DoD infrastructure assistance funds. Congress annually appropriates $13-15M to the Department of Defense to support the Infrastructure Program. The Army uses the Broad Agency Announcement to solicit research proposals in identified areas of interest. The research areas routinely focus on an aspect of math, science and engineering.     7. 9/3/2012 7 Working with the Army Contact the Army Office of Small & Disadvantaged Business Utilization Identify critical Army needs that correspond to the Universitys research interest Identify mutual benefits to Army and HBCU/MIs Establish an Educational Partnership Agreement with specific requirements i.e, internships, summer programs and research tasks. HBCUs interested in develop a model program should began by contacting the closet Army SB official or an Army officials, e.g. ROTC Commander. Conduct an assessment of the Universities strengths and weaknesses relating to conducting research. Identify areas where Infrastructure Assistance could mutual benefit the Army and your University. Actively seek a teaming or partnership agreement with an Army activity to create opportunities for contracts and grants, student training programs.
