  2. DISASTER A serious disruption of the functioning of a community or society causing widespread human, material, economic or environmental losses which exceed the ability of the affected community or society to cope using its own resources.

  3. CAUSES Industrial revolution. Abnormal Green House Gases (GHG). GHG block return of sun’s rays to atmosphere.

  4. This raises globe’s temperature. Temperature rise evaporates more water forming clouds.

  5. Clouds produce variability in seasons:- • Change in monsoon pattern. • Increase in intensity. • Change in timing.

  6. WATER RELATED DISASTERS IN SINDH

  7. 2006: Rainfall deluge in Hyderabad. 2010: River Flood in Sindh. 2011: Rainfall deluge on left bank of Indus. 2012: Rainfall deluge in upper Sindh.

  9. Normal annual rainfall 7” In 1978 5” in 16 hours In 2006 (September, 7 to 8) 6.7” in 15 hours

  10. CAUSE A drainage master plan prepared in 1980 for Rs. 113 million was not even 50% complete in 26 years. Failure of pumping units. Thus water could not be drained and caused vast devastation.

  11. LESSONS LEARNT There should be drainage system. It should be maintained properly.

  12. 2010 River Flood in Sindh

  13. CAUSE As a result of excessive rainfall in Khyber-Pakhtunkhwa province in August/ September, there was flood in River Indus in Sindh, which caused four breaches:-

  14. Left marginal bund of Gudu barrage. • Tori. • Kalri-Baghar bund near Thatta. • M.S Bund near Sujawal.

  15. Flood protection infrastructure was in place. • Proper flood fighting was not done due to:- - Law and Order problem. - Improper arrangements. - Lack of fighting spirit.

  16. LESSONS LEARNT Update flood protection infrastructure. Improve law and order. Train staff for flood duty.

  17. Raise morale of flood fighting staff. Provide timely and adequate funds.

  18. RAINFALL DELUGE ON LEFT BANK OF INDUS

  19. CAUSE Excessive and Torrential rainfall on left bank areas of Indus river in Sindh from August 09 to 15 September.

  21. Rain water accumulated in 4-8 ft depth in cities, towns, villages and agricultural lands. In areas where there was drainage system, it was much more than its design capacity so there were breaches and spillage. In areas there was no drainage system it continued standing for months.

  23. Canals were closed late, as a result canals breached and added to the rainfall misery. Drainage system was not maintained properly.

  24. Influential people interfered with post rainfall drainage activities. Responsibility to drain rainwater was not known.

  25. LESSONS LEARNT Drainage system was not maintained properly. Responsibility of drainage water was not known.

  26. Interference of influential people in digging connecting drains. In efficiency of incharge institution.

  27. There was no contingency plan. There is no drainage cover to some areas. Natural waterways such as Dhoro Puran area encroached upon/ blocked.

  28. 2012 Rainfall Deluge in Upper Sindh

  29. CAUSE There was excessive rainfall on September, 09 to 10 affecting below mentioned districts of Sindh:-

  30. - Kashmore 24% area under water. - Jacobabad 70% area under water. - Shikarpur 39% area under water. - Ghotki 19% area under water. - Kambar-Shahdadkot 14% area under water. - Larkana 10% area under water.

Water descending from rainfall on Bugti hills breached Pat Canal and Desert Canal and reached Tangwani and Kandhkot which got accumulated along Khirthar Canal from RD 83 to 116 (Border of Sindh and Baluchistan). Some gates of syphon at RD 116 opened up and water entered into compartment endangering Usta Muhammad town.

  34. Baluchistan did not allow draining of water in Khirthar Canal and Hairdin drain.

  35. LESSONS LEARNT Hairdin drain should be remodeled to cater for new rainfall impact. Capacity of drain from RD 116 to Chukhi should be enhanced.

  36. Issue of opening of Syphon at RD 116 of Khirthar Branch should be settled between Sindh and Baluchistan. Capacity of RBOD from Chukhi should be increased to cater for new flows.

  37. Sindh and Baluchistan should cooperate with each other in framing and implementing drainage schemes.

  38. END NOTE The lesson we learn from history is that:- We do not learn any lesson.

  39. As a result if there is excess rainfall this year in September similar damages are likely to occur.
