Re-engineering ver. 2.0 • 1996-98: VRV2000 developed by ManTech • Phased implementation including development of: • Strategic business plan • Business process re-design • Information strategy plan • Detail specifications • Client/Server; Power Builder front end; Oracle DB • Fully integrated VR data collection and issuance • Full business backend with financial reports and accounting • Automated federal file generation • Many tailor-made reports with ability to do ad-hoc queries on the database side

Re-engineering ver. 3.0 • 2004: NHVRIN developed by CNSI • Web based; accessible anywhere; .NET web app. • Oracle 9i database (to be migrated to SQL Server) • Enhanced version control – single app. • Immediate and less expensive dissemination of software revisions • Fully integrated VR data collection and issuance • Full business backend with financial reports and accounting • Automated federal file generation • Many tailor-made reports with ability to do ad-hoc queries on the database side

Re-engineering ver. 3.0Continued • Incorporation of OVS software for real time SSA verification of SSNs • Adoption of 2003 NCHS standard certificate revisions for birth, death and fetal death • Facilitates web-based query systems • Rules for all mandatory elements on the web forms, Cause of Death, Age Calculations etc. • Online Certification of Cause-of-Death by Physicians • Same Look and Feel as legacy minimizing user training and transition to new application • Built in HIPAA/NAPHSIS security compliant security

Re-engineering NHCosts • Relatively cheap • Version 1 absorbed in operation costs of Vital Records • Version 2 cost 1.4 million with much of that going towards back-file conversion • Version 3 will cost 1.5 million, and is broken down into the following pots: • $1,000,000 Capital funds • $ 497,000 SSA EDR funds • $ 51,000 VRIF
