Integrated Disease Surveillance Project • Launched in Nov. 2004 with World Bank Assistance • Major Objective: • Early detection & response to disease outbreaks • Major components: • Integration and Decentralization of Surveillance activities • Strengthening of Public Health Laboratories • Human Resource Development - Training of SSO, DSO, RRT, other medical and paramedical staff • Use of Information Technology for collection, collation, compilation, analysis & dissemination of data

Data Reporting Form S (Suspect Cases) Health Workers (Sub Centres) Form P (Probable Cases) Doctors (PHC, CHC, Hospitals) Form L (Lab Confirmed Cases) Laboratories Frequency of reporting – weekly (Monday to Sunday) Data compilation/analysis and response should be at all levels Presently at State/District/Block level 12- 15 Outbreaks reported every week

  6. Information & Communication Technology (ICT) Components • Network • Data Centres • Training Centres • Video Conferencing System • Software / IDSP Portal (www.idsp.nic.in) • 24 X 7 Call Center • E-Learning

IT Network • IDSP is establishing linkages with all States/UTs HQ , Districts HQ , all Government Medical Colleges and Premier Institutions on a satellite Broadband Hybrid Network across the country • IDSP ICT project is a network of 800 interactive terminals • This network enables speedy Data Transfer, Video Conference and e-learning under IDSP

Current Status of IT Connectivity • Data Centre equipments installed at 750 locations • Broadband connectivity established at 559 locations • Training Centre Equipments installation: • NIC 218 / 400 sites on Broadband • ISRO 297 / 400 sites on Satellite Interactive Terminal (SIT) • 38 Hi-End VC Equipments being installed for enabling Multi conference facility (5 nodes) between CSU and States/UTs HQ (including Nirman Bhawan, CSU NICD & NIC CGO)

Video Conferencing (VC) Facility • Video conferencing is being used for the following: • Outbreak, Investigation, Verification and Documentation weekly VC with expert panels • Project Reviewing / Monitoring for different aspects • Training of Data Managers & Data Entry Operators on Data Reporting and Analysis • Every Wednesday VC has been fixed with Center for Disease Control (CDC), National Informatics Center (NIC) and IDSP at 5 PM to discuss IT issues.

IT Manpower • Data Managers at State HQ/District HQ • Job Responsibilities: • Data Management under IDSP • Maintenance of IT hardware, software and WAN • Organize information received from District Surveillance Units • Data Entry Operators at State HQ/District HQ/Medical Colleges/Premier Institutions/ ID Hospitals • Job Responsibilities: • To assist State Surveillance Officer and other officials in carrying out project activities • To carry out the above mentioned tasks of Data Manager as & when required

  13. Alerts through IDSP Call Centre • Call Centre operational with 1075 toll free number since February 2008 • Call received as on 8th October 2008 : 18,872 • No. of Health Alerts : 60 • Led to detection of 5 outbreaks (Cholera, Acute Diarrhoeal Disease and Chickenpox)

  14. e–Learning (New Initiative) • The objective of e-learning is to enhance the skills to a wide arena of health personnel. • Proposed components: • Discussion Forums • Online Survey & Assessment • Feedback • FAQs • Currently e-learning modules are being prepared.

  15. Media Scanning Cell (New Initiative) • Objective: • To provide the supplemental information about outbreaks • Method: • National and local newspapers, Internet surfing, TV channel screening for news item on disease occurrence. • Benefits of Media Scanning: • Increases the sensitivity & strengthen the surveillance system • Provide early warning of occurrence of clusters of diseases

  16. Way Forward • Strengthening of 800 sites network across the country • Use of toll free No. 1075 (24 x 7 call centre) for reporting of any unusual event and outbreak • Analysis and use of data at all levels • Usage of e-learning and video conferencing to enhance the skills of manpower • Use of IDSP IT network by other public health programme
