Why PSLs are Important • Recent intense focus on Sanitary Sewer Overflows (SSOs) • Recent news coverage • Proposed Federal legislation (Raw Sewage Overflow Community Right-to-know Act) • 2-hour reporting requirements • 2004 EPA Report to Congress on SSOs/CSOs • EPA Comments at CWEA Annual Conference

Problems Related to PSLs • Sewer system is a continuum • PSLs may comprise as much as 50% of length of sewer system • “French drain effect” • Source of Blockages • Source of I/I: • Present a challenge to I/I correction programs • WERF survey of 22 agencies found that laterals contribute 7% to 80% of I/I (mean of 40%)

  6. Purpose of Task Force The purpose of the Task Force is to inform the CASA Board on the issues and problems surrounding private sewer laterals so that the Board can make an informed decision on whether or not to pursue a legislative fix
