An umbrella Organisation • A network and a facilitator • “You can bring the horse to water but you cannot make him drink” • Up to Members and member Associations to use the network • Currently a lack of engagement and participation • A major disconnect exists • Opportunities not being availed of

Reputational damage • Seems to have received bad publicity and acquired a doubtful reputation in the early part of its history which is difficult to undo. • Why ? • Move from CEPFAR ? • Mismanagement Attea project? • Resignation of 5 original members ? • Value for money, time involved, gains or returns not worthwhile? • Concept questionable ? • Benefits not sufficient ?

Level of Interest ?? • Website – no information or material provided • Member survey - failed to update • No feedback on possible new member countries re follow up requests • Difficult to organise events – often none or late response re participation • Request for comments or proposals- most often none provided • Questionnaire re CAP REFORM – Two associations responded • Newsletter discontinued • Use of alternate Board members as per Board decision not utilised leading to lack of representation

Elements which need to be reviewed  include :- • Statutes • Mission  • Strategies • Policies  • Actions & activities  • Programmes • Membership  • Participation  • Governance & organisation & structure  • Finance , funding & costings  ( income & expenditure)
