  1. FLIPPER FLexible transport services and ICT Platform for eco-mobility in urban and rural EuroPEan aReas Flipper Final Conference Almada (PT). October, 21st 2011 A critical appraisal of selected EU countries’ FTS legal frameworks. Is there a need for EU intervention? Tommaso BONINO – SRM Bologna (IT) Flipper Final Conference Almada (PT), 21.10.11

  2. FTS are not unambiguously defined. DRTs, low demand/density, social, … Transport-motive point of view. Legal/administrative point of view. Flexibility in PT is vital! More and more … Flipper Final Conference Almada (PT), 21.10.11

  3. FTS … Service is universal: collective use and public access. Flipper Final Conference Almada (PT), 21.10.11

  4. Flexibility in PT (universal service): timetables and paths + compensations + stops TDC/user’s interface + fare system + potential providers + … more! Flipper Final Conference Almada (PT), 21.10.11

  5. FTS represent a smart opportunity. They have become more and more available over the years: - easier access to technologies. - higher awareness among stakeholders. - varying/increasing needs of users. Flipper Final Conference Almada (PT), 21.10.11

  6. FTS legal frameworks. 11 European countries investigated. 8 within the consortium, 3 more. (Portugal, Spain, United Kingdom, Ireland, Greece, Italy) (France, Finland, The Netherlands). Flipper Final Conference Almada (PT), 21.10.11

  7. Not balanced: NOs ~ YESs. Local ~ national. The technical growth ~ the legal development. Specific law/regulation missing. Good links between local and national levels regarding PT, not FTS. Local deals. Balanced: Bus ~ taxi. Operator ~ Authority (Municipality). Taxi operators are experienced with FTS. Entrepreneurship. Flipper Final Conference Almada (PT), 21.10.11

  8. No need for EU intervention. Too particular sector. Too local … too much tailored on specific needs. But: full awareness and skills are needed. Flipper Final Conference Almada (PT), 21.10.11

  14. 1. FTS is not the solution to every PT problem. 2. The heart of an FTS is the Charter. 3. FTS can be real “value for money” effectiveness. Flipper Final Conference Almada (PT), 21.10.11
