DoD/VA Healthcare Resources Sharing • Program Purpose: • Promote and develop collaborative partnerships that enhance the cost-effective use of Federal healthcare resources, maximize the shared use of resources, and benefit both DoD and VA beneficiaries. • Provide leadership with analternative for mission success to augment the standard in-house and private sector care options.

Why Is This Important? • It is very likely you are involved in activities that are ready for a DoD/VA Sharing agreement: • Treating veterans and DoD beneficiaries in both healthcare systems • Attending joint DoD/VA healthcare training • Purchasing supplies and equipment from joint DoD/VA contracts • Assisting with the transition of injured or ill warriors from active duty status to veteran status • Identifying and treating PTSD patients • Providing input to stakeholders’ audits and surveys

  5. Current Agreements at Joint Venture Sites • Administration • Staffing • Laboratory / Radiology • Outpatient Clinics • Inpatient care

Sharing Agreement Process • Make contact – sharing agreements are joint efforts • Identify a sharing opportunity • Identify workload, cost, and resource requirements • Business Case/Cost Analysis must be submitted with the agreement proposal on the DoD side • Reimbursement rates must be in accordance with the Financial Management Work Group guidance • VA Form 10-1245c and associated MOUs are the only legal documents required for the formalization and implementation of DoD/VA Resources Sharing Agreements

Sharing Agreement Process • Approval Process • Army: RMC with notification to MEDCOM and OTSG • Navy: BUMED via regional commands • Air Force: AF/SG with processing through MAJCOMS • VA: VISN / Program Office review – Sharing Office • Assigned an agreement number at VA Central Office and entered into the database

Database Enhancements • e-Room – increased access for SG offices and DoD enterprise. • Standardized data leads to better sorting capabilities and increased accuracy: • Medical services uses the MEPRS list • DoD facilities list by DMIS ID • Cross indexing of VA facility locations • Electronic link of the scanned agreement and database entry. • Potential for link to financial information associated agreements and database entry.

  10. Enhancements con’t • Expanded ad hoc reporting capability • Clear structure for amendments and renewals and the relationship to original agreements. • Better archiving capability
