EuropeanGreen Capital • Idea from Tallinn City initiative of • the former City Mayor, Mr. Jüri Ratas • Objectives: • Improve city environment • inspire and promote best practices • 4 cities have held the title so far: Stockholm (2010), Hamburg (2011), Vitoria-Gasteiz (2012), Nantes (2013), next year (2014) Copenhagen • Winner for year 2018. will be announced on 2016. application deadline October 2015

  3. 12 indicators • Climate Change: mitigation and adaptation • Local transport • Green urban areas incorporating sustainable land use • Nature and biodiversity • Ambient air quality • Quality of the acoustic environment • Waste production and management • Water management • Waste water treatment • Eco innovation and sustainable employment • Energy performance • Integrated environmental management

Objectives and approach • Approach • Formulated long term objectives in Tallinn Environmental Strategy until year 2030 (2011) 1 of the objectives EGC • 2012 started Tallinn Environment Action Plan 2013-2018 with action plan for European Green Capital • Finding baseline for Tallinn as the future applicant for European Green Capital title • Analyse the 5 EGC applications • Analyses showed where Tallinn's advantages are in 12 indicators • Comparison in numbers if possible

Action plan - local transport • Favour pedestrian, cyclists and public transport • Cycle roads to make cycling alternative to car transportation • Public transportation lanes, priority system (traffic lights) • Speed limit reduction where needed • Tallinn sustainable urban mobility action plan

  6. Nature and biodiversity • Tallinn biodiversity studies • Tallinn biodiversity action plan and monitoring scheme • Introduction of natural values more widely to the citizens and tourists. • Tallinn urban space has three large protected under national protection – Pirita River ValleyLandscape Area (700 ha), Aegna Protection Area (300 ha) and Nõmme-Mustamäe (200 ha).

Eco innovation and sustainable employment = new, improved product or service or process that is beneficial for environment • Co-operation, -programmes and networks with firms, science and governmental institutions, neighbour municipalities • Development of IT services • European Green Capitals have not been able and will not in future fulfil their ambitions alone and without co-operation

Green urban areas incorporating sustainableland use • Environmental friendly = human-friendly urban space • New sustainable residential (pilot) areas. • Tallinn has about 100m2 public green areas per person that is more than any EGC, however important criteria access not more than 300 m is not fulfilled. • Creating small green areas (pocket parks) and improving access to green space.

  9. Ambient air quality • Favour public transport, cycling, walking • Car traffic needs to be reduced • Favour environmentally friendly vehicles

Climate Change: mitigation and adaptation • Tallinn joint Covenant of Mayors in 2009 • SEAP covers most of the actions must be taken • Greener Transportation (cycle roads improving public transport to increase the promotion of electric vehicles) • Energy-efficient Buildings (0 - and + energy buildings, stricter standards)

  11. Quality of the acoustic environment • Implementation if site-specific noise reduction measures, walls, new sound proof windows • Protection of quiet areas and social institutions • New noise reduction action plan has published and is waiting for comments. City government approval in May

  12. Waste production and management • Household waste per person is lower than any EGC. • New waste collection stations • Recycling of bio waste and burning in combi-stations

  13. Water management • Individual water meters • Reduction of water leaks • Water usage lower than any EGC, 94 l/d per person

  14. Waste water treatment • Side-products (biogas, sludge, waste heat) to reuse • Separation of stormwater and wastewater systems • Campaigns to reduce consumption of toxic chemicals

  15. Integrated environmental management • The environmental management system in city departments • Green office principles • Green procurements

  16. Energy performance • Reducing energy consumption in City Government buildings • Renewable Energy Consumption and Production • Energy efficient and environmentally friendly development areas

  17. European Green Capital - Why? • Tallinn city contributes to the environment and quality of life, and of decisions are more and more environmental friendly • Introduces Tallinn as well environmentally contributing city • Citizens become more aware of the environment and their behaviour will be greener • Generates interest to visit Tallinn as a pleasant green and beautiful city, where to go on a business trip or holiday
