Introduction • Purpose of CPWG and Attendees • Forum for ANSP’s and Operators to meet to address operational issues and develop solutions related to ATS for the Cross Polar and Russian Trans East (RTE) traffic flows. • Attendees included the U.S., Japan, Russia, Canada, Norway, Iceland, Mongolia, IATA, international air carriers, and aviation industry.

Discussion • ICAO Route Development Group- Eastern Part of the ICAO EUR Region (RDGE) • State ATM attended the RDGE meeting and represented the CPWG • State ATM presented a paper on their ATS Route Catalogue • ATS Route Catalogue will assist in information sharing on routes being developed within the region. • This new collaboration should help further more efficient routing in the region. • Volcanic Ash Exercise Steering Group • State ATM briefed on outcome of EUR (EAST) VOLCEX/SG/1 • Information shared on observing volcanic ash, issuing advisories, SIGMETS, NOTAMs, and managing airspace during volcanic events • JCAB briefed on “Ring of Fire” and impact on NOPAC routes • Described flow of information from observer to Tokyo VAAC to MET Center for appropriate SIGMETs to be issued • These discussions laid the groundwork for an Exercise Directive used in guiding VOLKAM13 15-16 January 2013

Discussion (cont.) • Space Weather • The US National Oceanic and Atmospheric Administration (NOAA) provided information on impacts of space weather on aviation activities for 2012. • NOAA’s outlook for 2013 is an expected increase in activity through 2016 with approximately 5-10 episodes annually. • ICAO established a Space Weather Taskforce and a draft Space Weather Concept of Operations and Standards and Recommended Practices which has been submitted to the ICAO Secretariat • North Atlantic Performance Based Communication and Surveillance Implementation Plan • Mr. Tom Kraft of the FAA presented an introduction to Required Communications Performance (RCP) and Required Surveillance Performance (RSP) , highlighting why criteria are needed • An FAA-developed Question and Answer document for the NAT region was made available to participants

Discussion (cont.) • Pacific Project • Discussions were held regarding the IATA objective for the Pacific Project to maximize UPR’s, including elimination of fixed routes/tracks, and significant limitations to use of the Organized Track System (OTS) • While expanding use of UPR’s is an eventual goal, the airlines recognized that there may be constraints due to different ANSP requirements and capabilities • FAA offered a presentation on unrestricted UPR’s using the DOTS+ system to generate tracks from 12 city pairs • Discussion took place on a perceived conflict between the Pacific Project and work in progress by IPACG and CPWG • ANSP’s position was that IPACG and CPWG should maintain their initiatives relative to near and mid-term work. • JCAB expressed that work on PACOTS and NOPAC routes that have long been conducted between JCAB and the FAA at IPACG should be addressed in that forum in order to avoid duplicating work

Discussion (cont.) • JCAB provided information on movement towards more flexible routings in the NOPAC • NavCanada provided information on the status of communication and automation systems needed to implement UPR’s in the Vancouver FIR • The meeting noted the need to clarify the work of the Pacific Project and close coordination between working groups should be sought • Coordination currently taking place between co-leads Mr. Blair Cowles (IATA) and Ms. Coleen Hawrysko (FAA) • Next Pacific Project meeting 14 May 2013 in Bodo, Norway
