HEALTH MANAGEMENT INFORMATION SYSTEM Sponsored by European Commission Sector Investment programme Project Cost: 178 Lakhs Scope • Hosting the Administrative applications and Health Services Data Collection & Reporting Module centrally in one servers for remote access • Computerisation of 14 District Medical Offices (DMOs) of the Directorate of Health Services (DHS) • Networking of DMO Offices to DHS • Development of Software. Technology Web Oriented J2EE Applications with MVC Architecture on Oracle Application Server Achievements Submitted and got approved the master plan Phase II of the recommendation got approved and implementation is in progress.

  3. Main Points • Setup Hardware Infrastructure • Establish Statewide Connectivity • Deploy Browser based Applications • Provide a workable model for Data Entry • Central Server • Linux platform • Client end windows/ Linux. • Open source.

Project • Central Dedicated Server - Database, Application, Mail and Security Services • Health Data Entry & Reporting Application for HMIS requirements. • All applications in the Central Server – Administrative, HMIS, DDMS, etc. • Network the Directorate, DMO offices and link to the central server. • Data entry DMO level in the initial phase and PHCs in the next phase. • Optimise Data Entry for reducing workload of Health workers • Include all non-governmental health care institutions also in the reporting process later stage. • Provide feedback to the reporting institutions, so that they are motivated. • Provide spatial analysis capability through GIS integration. • Develop/Identify Drug Distribution Management Application (DDMS) • Integration of all existing computerization programmes.

System Architecture Highlights • Central Database & Application Servers. • Browser based applications. • High bandwidth connectivity to server. • Leased line connectivity to all DMO’s. • Dial Up access from PHC’s and other institutions. • 5-10 computers at each DMO with LAN connectivity • 2-5 computers at District Stores, and similar institutions* • 1 computer each at PHC’s/CHC’s/Other small institutions* * Not included in this phase of the project- Future Development.

Development Development of a Human Resources Portal, which is web based, easily configurable, and can be parameterized. Technology Developed using Oracle Portal and Struts MVC Framework, designed to J2EE Specifications Achievements Developed the HR & Payroll applications as a highly configurable model, and portlets based on existing applications

ONCONET – Cancer Care for Rural Masses A comprehensive Telemedicine solution for Cancer Treatment and Follow-up at Regional Cancer Centre, Trivandrum and its five Perepheral Centres at Early Cancer Detection Centres at Kannur, Palakkad, Kochi, Kozhenchery and Kollam. Developed & Implemented by : CDAC Thiruvananthapuram STATUS: Commissioned , fully functional. 2. Setting up of Telemedicine & TeleEducation Facilities in Kerala Implementing Tele consultation and Tele Education facility at Taluk Hospitals at Quilandy, Vythiri, Mavelikkara, Neyyattinkara and Mental Hospital Trivandrum with Specialty Hospitals at Medical College Hospital, Trivandrum, Sree Chithira Thirunal Institute, Trivandrum and Regional Cancer Centre, Trivandrum. Developed & Implemented by : CDAC Thiruvananthapuram STATUS : Functional at five centres from Dec 2005. Refer Usage statistics 3. Tele Health and Medical Education Project Kerala Telemedicine project by Govt. of Kerala and ISRO which connects 6 Medical colleges, RCC, SCTIMST, all district hospitals and one CHC for providing tele consultation and tele education. Developed & Implemented by : ISRO & Govt. of Kerala STATUS: Work completed. It will start functioning soon.
