Background • Hahamongna Basin Multi-Use Project • 2006 Grant application in partnership with the Arroyo Seco Foundation (ASF) • One of 13 projects selected for the Greater Los Angeles County Integrated Resources Water Management Project Implementation • Proposition 84 Grant - $3,271,000 Awarded • Funded by the California Department of Water Resources • Administered by the Los Angeles County Flood Control District (LACFCD)

  3. Hahamongna Basin Multi-Use Project • Original Project • Basin Component • Public Works Project • $981,300 • Canyon Component • Water and Power Project • $2,289,700 • Matching Funding • Adopted Water System and Parks and Landscaping CIP Projects

Canyon Component • Originally $2,289,700 grant funds • Improve stream intake structure • Install public restroom • Improve fish habitat connectivity • Additional $981,300 funds shifted from Basin to Canyon • Remove unused water facilities • Improve open space and passive recreational opportunities • Rehabilitate area with native plants, improve fish habitat, and remove invasive species

  5. Improve Stream Intake Structure Upgrade Arroyo Seco intake structure to capture full water rights

  6. Improve Stream Intake Structure Source: Obermeyer Hydro Inc. Optional inflatable dam

  7. Improve Recreational Opportunities Install restroom and adjacent interpretive signage, picnic tables, water fountain, and/or horse trough

  8. Restore Riparian Habitat Remove unused facilities and rehabilitate area with native plant, improve fish habitat, and remove invasive species

Memorandums of Understanding • Los Angeles County Flood Control District • Provided as Attachment B • Receive $3,271,000 in Proposition 84 grant funds • LACFCD finalizing its agreement with DWR • Expend funds by December 2015 • Arroyo Seco Foundation • Provided as Attachment C • ASF to act as a consultant for a fee not to exceed $250,000 • Tasks include community education/outreach, permitting, design input, and implementation of the habitat restoration program

Recommended Action CEQA exemption for funding shift and MOUs Approve shifting total $3,271,000 grant fund to Canyon component of the Hahamongna Basin Multi-Use Project Authorize MOU with Los Angeles County Flood Control District to receive $3,271,000 Proposition 84 grant funds Authorize MOU with Arroyo Seco Foundation for a fee not to exceed $250,000 to implement the project

Matching Funding • Adopted Water System and Parks and Landscaping CIP Projects • Improve and realign approximately 3,000 linear feet of the Westside Perimeter Trail • Partially restore the Berkshire Creek drainage area • Expand an existing parking lot • Expand percolation grounds to spread additional water diverted • 2009 Post Station Fire canyon repairs
