    2. Adding NERC Functionality (This Can ONLY be Done by WREGIS Staff) 1) Select Change Profile 2 1. WREGIS first year of being operational ended September 30, 2008. CA-WECC contract ends March 2011; were to be self-sufficient by then Funding: a. annual fees (depending on size) b. Transaction fees (certificate creation, transfer, retirement) based on volume CEC provides backstop funding; WECC is the administrative home of WREGIS1. 3. Adding NERC Functionality (This Can ONLY be Done by WREGIS Staff) 2) PSE Code(s) 3 1. The CEC won an award recently from the Clean Energy States Alliance: an award for State Leadership in Clean Energy for initiating and funding WREGIS. 1. 4. Adding NERC Functionality If you do not see a PSE code on your account profile, WREGIS WILL NOT be pulling your NERC e-tags (tags can only be pulled going forward) If your NERC e-tags are not properly filled out by your schedulers, WREGIS WILL NOT be pulling your NERC e-tags Required format Misc(Token/Value) 4 1. 5. Adding NERC Functionality The Account Holder will be assessed a monthly NERC Tag Deliverability fee If you have questions on any of these issues, contact the WREGIS Help Desk at 888-225-4213 5 1. 6. Retirement Process 6 In order to utilize NERC e-tags, you must retire RECs for state or provincial compliance Check with the state or provincial Program Administrator for instructions on what to name your retirement account to be used for compliance

    7. Retirement Process 7 Instructions on opening a new retirement subaccount can be found in the WREGIS System User Training Slides Instructions on selecting certificates to retire can also be found in the WREGIS System User Training Slides For assistance, please contact the WREGIS Help Desk at 888-225-4213

    8. Retirement Process 8 1) Select Transfer

    9. Retirement Process 2) Select Retirement; Retirement Subaccount; State/Province; RPS Compliance Period; Reason; Get Tags [pop-up window] 9 The CPUC and CEC have determined that WREGIS is operational and meets CA standards for tracking renewable energy. Important milestone to allowing REC trading. Its west-wide, but CA is the first and biggest. WREGIS doesnt make policy; its goal is to allow policymakers to be sure they are getting what they want. Each state can set requirements e.g. What qualifies as renewable Solar incentives, e.g. Aging of certificates 2. These next few slides are just a review of the more basic points relating to WREGIS RECS and what the certificates actually mean. The CPUC and CEC have determined that WREGIS is operational and meets CA standards for tracking renewable energy. 10. Retirement Process Retirement Reasons: In-State/Province Power Purchase: No NERC Tags are required. System will check to see that RECs selected come from the same state location as the state selected for compliance. Out-of-State/Province Power Purchase: NERC Tags are required. System will do a location check to verify. Tag quantity selected should cover the RECs quantity for retirement NERC E-Tag Not Required for Compliance: Not Required bypasses all checks above. 10

So it would be up to policymakers (such as legislatures and state PUCs) to determine what WREGIS might do in the future. And, of course, figure out how to pay.POLICY COMES FIRST WREGIS functions, and any changes, are driven by stakeholders. 13. Accessing NERC E-Tag Summary Report 13 With traditional sources (gas, coal, etc.) the primary fuel can be stored. But wind, solar, ocean, and some hydro are fuels that cant be stored (or not easily or cost-effectively). Variable depends on the availability of the fuel source. -- sun doesnt always shine, wind doesnt always blow Generation may be distant from population centers (e.g. deserts, plains, mountain valleys or hilltops) With traditional sources (gas, coal, etc.) the primary fuel can be stored. 14. NERC E-Tag Summary Report NERC E-Tag Summary Report shows all uploaded NERC E-Tags for the Accounts PSE number(s). The report can be sorted by Load Control Area. 14 Reliability concerns: There are two attributes of variable generation that can impact the reliability of the bulk power system: Variability: The output of variable generation changes according to the availability of the primary fuel (wind, sunlight and water motion) resulting in fluctuations in the plant output. (Ask system engineers and operators how they like this) Uncertainty: The ability to forecast the magnitude and phase (i.e. timing) of variable Uncertainty over weather predictions Generation output is less predictable than for conventional generation. Coal and natural gas can be stored on-site. 15. NERC E-Tag Detail NERC E-Tag ID: Detail shows retired RECs associated with NERC E-Tags. 15 There are environmental costs: main issues are: Land use. a. Big pieces of land are generally needed for solar panels or wind turbines, transmission towers and lines b. Much of the West is scenic, protected, federal, etc. Transmission. -thousands of miles of new power lines may be necessary to bring renewable energy to cities or upgrades to existing transmission. billions of $$, competing interest groups. -There are environmental costs: main issues are: Land use. a.
