From: Dave Riggins Sent: Monday, September 29, 2008 1:33 PMTo: Joseph DavidSubject: Park and Ride Locations Joey, Rocky asked me to contact you regarding assistance with park and ride locations. Specifically, we are trying to determine protocol and contacts for park-and-ride commuter lots. We have been attempting to identify locations near major interstate intersections. One that comes to mind is a large area at the entry/exit ramp to I-75/64 Paris Pike. I believe someone told me that it is owned by the state and has the potential to be used as a park and ride commuter lot? Are there areas along interstate intersections that are designed with this potential purpose? How do we go about making contacts to discuss the potential? Any ideas or input would be helpful.

Zoning Ordinance Ms. Mattingly & Mr. Burke, I have recently received the hard copy of LexTran’s formal request for an amendment to our local “Big Box Design Guidelines” so that additional Park & Ride facilities can be provided, or at least encouraged, here in Lexington-Fayette County. As you may or may not be aware, these Guidelines are reviewed in light of development plans filed for consideration by the Urban County Planning Commission for buildings that are to be larger than 80,000 square feet in size, and which are to be located in many of our commercial zoning districts. As such, developments like the Wal-Mart on Nicholasville Road at Man o’ War Boulevard are subject to review and comparison with these adopted Guidelines.
Zoning Continued • With your request, the Planning Services staff will begin drafting an amendment to the 15 current Guidelines to incorporate your proposed addition. Once that is completed and reviewed in-house (hopefully in a matter of a few weeks), we will be in a position to introduce this to the Planning Commission at one of their monthly Work Sessions. The next two that are scheduled are on April 15 and May 20. I would encourage you, or any representative from LexTran, to attend that work session, and we can even inform the Commission’s Chair that you would like to comment on the proposal. By your attendance, you can learn along with us of any issues, concerns or questions of the 11-member Planning Commission. With their blessing, we can then place this item on one of their meeting agendas for consideration. Regardless, we can let you know of any meeting the Commission sets to consider amending their Guidelines. • If you have any questions about the “next steps” in this process, please feel free to contact me or any member of the Planning Services staff. • Bill Sallee • Planning Manager • Planning Services Section • LFUCG Division of Planning • (859)258-3171
Zoning Continued Max & Jared, I wanted to personally thank you for your support of our efforts and for being present yesterday at the PC Work Session to do so. I hope to ask the Commission to initiate the text amendment to the Zoning Ordinance at the conclusion of next Thursday afternoon’s meeting. If they do so, there will likely be a public hearing before that body in late September or October. We will let you know of the date and time for that scheduled public hearing (on the pink sheet proposal and the Design Guidelines change) when they are known. Thanks again, and I hope you have a great weekend! Bill
Addition to the existing Zoning Ordinance • 16-10(b) ALLOWABLE TRANSIT STOP REDUCTIONS - Sites located within three hundred (300) feet of a transit stop with a shelter may be allowed a ten percent (10%) reduction of the minimum required parking. Sites located within three hundred (300) feet of a transit stop without a shelter may be allowed a five percent (5%) reduction of the minimum required parking. If the site is located within three hundred (300) feet of more than one transit stop, the maximum reduction allowed will be ten percent (10%) for this specific parking reduction. Provision of a transit stop shall not count against the otherwise required minimum for the calculation of the maximum parking allowed.
