  1. 洛杉矶中国花灯节 Investment Proposal Los Angeles Chinese Lantern Festival

Background • Chinese Lantern Festival with its monumental structures has been a tradition for many cities to celebrate Chinese new year. • From 2006-2008, China’s Vya Color Lantern Culture Ltd. has partnered withHanArt Culture of Toronto and the Government of Ontario in Canada to mount the “Rogers Chinese Lantern Festival”, a spectacular outdoor display of monumental illuminated lanterns on the grounds of Ontario Place. • With LA’s warm winter months and large Chinese community in greater LA area, City of Los Angeles/LA INC. wanted to duplicate similar lantern festival to benefit Southern California residents, create jobs, generate out of town stays and boost local economy.

  3. Project Description • Since 2008, LA INC. has worked with City of Los Angeles Department of Parks and Recreation to locate an adequate and appropriate site to hold the festival and to identify potential investors and sponsors

  5. Confirmed Location • Lake Balboa in Encino • San Fernando Valley • Requirement for Lantern Festival site: • Already closed to the public at sunset, when the festival opens nightly • Conveniently located at the intersection of the 405 and 101 freeways • Contained more than 22 underdeveloped acres of park land • Cannot be viewed from neighboring streets • Offers more than adequate parking facilities • Includes a major water feature/lake

Proposed Dates • Open on November 20, 2012 Thanksgiving weekend • Close on last day of Lunar year, February 25, 2013 (Chinese New Year on Feb. 10) • The Festival would run at least for 4 months/14 weeks/100 days during winter months. • Capturing residents and visiting friends and families on Thanksgiving, Channuka, Christmas, New Year’s Day, Martin Luther King, Valentine’s Day and Chinese New Year holiday period 2013.

  11.  Proposed Timetable • 2011 • Aug Secure commitment from investors and form a corporation • Sept Set up a management team, work begin to seek corporate sponsorships, source professional festival management company • Nov City of LA to sign MOU with Beijing Government for cooperation • Beijing government agreed to manage productions and transporting of lanterns to LA • Dec Sign contract with Chinese Lantern Festival Producer • 2012 • Feb Work begins to design and build the lanterns • Apr-Aug Lanterns are fabricated in Zigong and prepared for shipping • Aug 15 Lantern leave China for Los Angeles by cargo container ship • Sept 30 Lantern arrive in Port of Los Angeles • Oct 1 Advertising and promotions begin to appear regionally • Oct 20 Lantern arrive at Lake Balboa site; installation begins • Nov. 20 Opening of Lantern Festival • 2013 • Feb 25 Lantern Festival Closes • Feb 26 Dismantling and site restoration begins • Mar 20 Site restored to pre-festival condition
