  14. Good governance for territorial planning and development Participation, transparency, effectiveness and efficiency are key cornerstones of good governance. They are addressed by ongoing projects as they intend to have medium and log-term impacts on territories Rural development plays a key role and occupies an essential place in the societies and economies of the Mediterranean. Our projects intend to implement Cluster-Based Economic Approaches (CBEA) supported by different stakeholders Finally, they also aim at improving the decision making-process as well as the implementation of the eco-system approachin order to prevent negative impacts of transport demand and traffic flows

  15. Mitigation and adaptation strategies to climate change Water management is an outstanding issue concretely addressed by many projects. They aim at promoting balance between supply and demand by decreasing water losses and/or increasing efficiency Multilevel partnership has a clear added value in terms of governance enhancement and possibility to transfer good practices in waste treatment and recycling.Larger and territorial management systems for environmental protection are needed in order to face problems (e.g. pollution) that have no borders CBC actions have also high potential for implementing innovative technologies based on joint research, data sharing, new GIS etc. while promoting awarness raising

Cultural dialogue and sustainable tourism Cultural dialogueisbasedboth on mutualsharing of natural and cultural heritageand on the joint creation of new cultural productions(docu-mag, theatre performance etc.) Young people havebeencostantlyconsideredas key beneficiariesand theirparticipationiscrucialformanyprojectsalreadyapproved Tourism is a “top economic priority” and one of the most targeted topics within the Call for Strategic projects. It provides important revenue, and “employs directly and indirectly roughly 20 million people in the region. [...]” (Source: Femip) Our projects are working on coordinated actions aimed at achieving better seasonal and geographical spread of tourism arrivals, as well as improving territorial cohesion, through product diversification.

Conclusions From standard tostrategic… Mainexperience and (first) lessons Overall management Administrative rules vs. timely and efficient implementation of the selection procedure All Countries represented in the PSC can better support the quality assessment of project proposals and avoid information gaps Quality Cross border dimension to be further encouraged. Communication and monitoring are vital Increased information and training to potential applicants and partners on how to prepare and submit project proposals proved to be effective Thematic focus of the Calls and use of internal (and/or) external assessors are issues still to be analysed in detail Chisinau, 19 September 2012
