Who is CaLP ? • Partnership between Oxfam GB, the British Red Cross, Save the Children, the Norwegian Refugee Council and Action Against Hunger / ACF International. • 5 steering committee organisations came together to support capacity building, research and information-sharing on cash transfer programming as an effective tool to help deliver aid in times of crisis.

Rationale for CaLP There is a growing recognition in the humanitarian sector that in an emergency, cash transfers and vouchers can be appropriate and effective tools to support populations affected by disasters in a way that maintains dignity and choice for beneficiaries while stimulating local economies and markets. The CaLP aims to promote appropriate, timely and quality cash and voucher programming.

  5. Timely humanitarian response routinely considers appropriate and accountable cash transfer programmes at scale. CaLP’s objectives and activities Capacity building • Delivering Level 2 training • Set up Technical Working Groups • Making CaLP capacity building tools (for e.g. Level 1 training materials...) available so the members of the CoP can set capacity building activities themselves. In partnership with Research • 6 major researches • Video case studies • Evidence mapping + Information sharing and advocating • Advocacy for policies, practices and systems • that support quality, scalable and CTP across sectors, • Coordination of cash at national/global/ regional level, • Develop systematic mechanism of sharing and learning between agencies • Improving existing information sharing platforms • Global mapping project, Global Learning Events Community of practice

CaLP Asia Focus • Objective: to continue to support, at a regional level, CaLP’s global efforts, and: • Map activities • Develop regional/ country contact list • Identify support needs • Establish Regional Cash Working Group • Create Strategy and Prioritize Focus Countries • Themes: • Urban, • Emergency preparedness (to facilitate speed and scale), • Coordination (in responses), • Links between national Government’s safety net programmes and • the private sector for electronic and mobile payment solutions.

Asia Trainings and Activities • Level 1 to Level 2 • Nepal 29 July – 02 August • (possibly) Bangkok 16 – 20 September • (possibly) Cambodia 28 October – 01 November • 2 government trainings to be defined • Global Learning Events: Kuala Lumpur 24 – 25 July CTPs in Emergency Prep • New Cost-Recovery Policy: In the past, CaLP trainings suffered from a high number of last minute participant dropouts, resulting in an increased cost per participant, missed opportunities for those on waiting lists and an inefficient use of CaLP resources. Starting with Nepal: -Local NGOs: US$ 50/ participant- International NGOs: US$400/ participant- Independent: US$400/ participant  - Government officials: free of charge

  13. The CaLP in East Africa • In East Africa from December 2010 • Growth of CTP is driven by the desire for innovation and diversity in humanitarian and development programming

  14. In East Africa CaLP supports learning and growth of cash transfer programming in East Africa with Nairobi as the key regional hub.

  16. Regional Cash Transfer Working Group The Regional Cash & Voucher Transfer Working Group in Nairobi focuses upon bringing together humanitarian and development stakeholders from: • NGOs • CBOs • UN Agencies • Government • Private sector

  17. Working Group Start up In starting up a cash transfer working group there are points to consider: • Themes/topics of discussion • Identifying what info needed • Structure of leadership • ToRs • Frequency • Tools and support are available

  18. Ethiopia Cash Working Group • 4 organizations taking turns at leading and facilitation • Every 2 months
