JURONG TOWN CORPORATION Roles of JTC Problems faced by JTC Achievements and Future Plans Done by: Hsu Chen Li Qing Tan Wen YunToh Jia Yun(410)
HOW JTC CAME ABOUT • Need to start industrializing after independence • To create employment to cater to rapidly growing population • Need to develop the economy by modernizing and industrializing it • Take advantage of Singapore’s lucrative position
MAIN ROLE OF JTC • Develop and manage Singapore’s industrial sector • Major industrial landlord: controlling 80% of land, which is zoned into various areas, providing land for companies • Develop industrial parks i.e. R&D and more knowledge-based industries, to cater to majority of customers • Match up to the rapidly progressing global economy
MAIN ROLE OF JTC (cont’d) • Develop and manage Singapore’s industrial sector • Increase Singapore’s industrial output and hence income gained from the industrial sector • Increase Singapore’s competitive edge as compared to other countries
MORE ON JTC’S FOCUS SHIFT • First phase of development • Focus was on speed of construction, functionality of designs • Labour intensive industries e.g. garment manufacturing • Second phase of development • Focus shifted to capital intensive industries to adapt to the needs of MNCs
WORKS DONE BY JTC • Development of industrial areas e.g. Jurong • Township development to attract potential workers to Jurong • Development of industrial hubs or parks that have now become world class facilities • E.g. Jurong Island: 1 of the top petrochemical hubs in the world
WORKS DONE BY JTC (cont’d) • Value-added industrial sector • Lush landscaping incorporated with industrial infrastructure • Implementation of corporate and business support districts, which include retail, entertainment and quality residential developments • “Live, work, play” concept
ABOUT INDUSTRIAL PARKS • ONE NORTH • Biopolis: focuses on R&D, biomedical developments, to be next biomedical hub in Asia • Fusionopolis: focuses on media, information and communications • Vista Xchange: corporate and business support district, including retail, entertainment, quality residential developments, transport hub Biopolis, part of ONENORTH
ABOUT INDUSTRIAL PARKS (cont’d) • Biomedical parks • Production of active pharma ingredients • Easy start-up • Availability of dust free clean rooms, essential to production of biomedical products • Provision of amenities e.g. water • Benefitting sectors: pharmaceutical, bio-pharmaceutical, vaccines, nutritionals
CHALLENGE FACED BY JTC • Need to maximize land space in searching for industrial space solutions • Need to think of innovative solutions to provide choices to customers • Need to focus on strategic projects that delve into alternatives and land space maximization to keep Singapore competitive
SOLUTION TO THIS CHALLENGE • Going underground • Providing alternative storage solutions to customers through underground rock caverns • First in the region • Making use of massive floating structures • Oil and chemical storage • Used at desalination plants, container terminals
ACHIEVEMENTS OF JTC • Jurong Island • Reclamation of Tuas • One of the largest undertakings of JTC in the 1980s, despite the recession • Provided much needed space for industries • Design improvements to JTC’s flatted factories • E.g. better finished lift lobbies • Suzhou Industrial Park
ABOUT JURONG ISLAND • 3200ha area of 7 offshore islands joined together • Demand for land space at the Southern Islands by oil companies • Became a protected area after September 11 incident • Involves $30b of fixed asset investment • Total employment: 14,000
ABOUT JURONG ISLAND (cont’d) • 1 of the top petrochemical hubs in the world • Houses many international brands e.g. Shell • World class chemical manufacturing super hub • $80b of industrial output per year • Sharing of facilities • cuts costs substantially • Clustering • Input for one company = Output of another company
ABOUT JURONG ISLAND (cont’d) • Integration with highly efficient and sustainable development • PRO-BUSINESS! • Value-added facilities • Lush landscaping incorporated with industrial infrastructure Jurong Island (shaded in red)
FUTURE PLANS OF JTC • Seletar Aero+sPace park • Jurong rock caverns • Alternative storage solution • Land above can be used for other purposes (maximization of land space) • Storage of crude oil and other products such as condensates and chemicals underground • About 27m deep • Capacity per cavern = 1.47m m3
SELETAR Aero+sPace PARK • Involves the following: • Aerospace maintainence • Design and manufacturing of aerospace systems, components, small aircraft • Business and general aviation commercial activities • Regional aviation training campus
SELETAR Aero+sPace PARK • Retrofitting of existing heritage buildings to make full use of them • Classrooms for training of pilots • F&B outlets • Renovation of Seletar airport • E.g. extension of the runway A British colonial house at Seletar
SELETAR Aero+sPace PARK • SIGNIFICANCE: • Takes Singapore’s booming aerospace industry to greater heights • Further elevates Singapore’s position as a leading aerospace maintainance, repair and overhaul hub • Will contribute more than $3b annually to economy, and create more than 10,000 jobs
