This workshop held in Bonn, Germany in April 2005 provided an update on the deployment and use of the new CRF Reporter Software for Annex I Parties, addressing issues, support, experiences, and future developments. It also highlighted the progress on integrating LULUCF, improving import procedures, and updating the UNFCCC GHG Information System for enhanced reporting and data management. Initiatives like the Compilation and Accounting database and fundraising efforts were also discussed.

Annex I GHG Inventory Reporting Software: New CRF Reporter Software • September/October 2004 – deployed the test version to interested Parties • December 2004 deployed the 1st version of the CRF Reporter • Since January 2005 actively supporting Parties in their use of the new software
Annex I Parties Using/Assessing New CRF Reporter Software • Approximately 12 Parties are actively using/assessing the software • Expect up to 5 Parties to report inventories this year using the new software (some reporting in both formats to ensure consistency, thoroughness, etc.)
Support to Parties • Parties using the software have reported general satisfaction with its performance and functionality • Where problems have been encountered we have worked with the Parties closely • To-date all problems that have arisen have been solved • The helpdesk system for support to CRF Reporter users has functioned well – allowing for timely, efficient support to be provided
Parties Experiences • Held a technical meeting in Bonn in February, where Parties who had raised some technical concerns were invited for hands-on discussions • At the meeting and through follow-ups, a number of issues were solved, and useful comments received – in particular with regard to bulk import procedures to the CRF Reporter from national databases • All problems, concerns and comments have been given consideration in the process for further revision of the software • Also was noted the interaction between Parties – as we transition to the new software, there is much that Parties can benefit from each others experiences
Version 2 & Reporting in 2006 • Currently work is underway on version 2 of the CRF Reporter • Integration of LULUCF • Improvement of bulk import procedures • Other minor improvements/corrections • Deployed for use as of September this year • Envisaged that all Annex I Parties would report using the CRF Reporter software in 2006
UNFCCC GHG Information System Update • In parallel to software developments, the database is being updated to handle reporting with the CRF Reporter • As integration of the LULUCF reporting tables was not possible in version 1 of the software it is underway now, and similar modifications are being made to the GHGIS to allow full management of LULUCF data for 2006 • Data reported in LUCF as in current CRF spreadsheet software will not be included in the GHGIS and will not be considered in the review process (in accordance with 13/CP.9) – However, data reported in the new LULUCF module, although not managed in the database this year, will be considered during the review process
Other Issues • Work has begun on the Compilation and Accounting database required under the Kyoto Protocol • Work will start shortly on the development of the data interface requested by Parties at COP10 • Raising supplementary funds for these activities
