  7. Some key principles on Information to users Key principle 3.a: Recipients in the “to” field of the email receive it for action or after an action. Recipients in copy of an email receive it for information. Key principle 3.b: TCO may be informed for updates of the dataset inventory or the user's management for all Organisations of the country. Key principle 3.d: Automatic reminders are only sent if the dataset occurrence is expected (10 conditions) Key principle 3.e: Countries should consider that the transmission performed well only when an official acknowledgement is received from eDAMIS.   8. Some key principles on Accessibility to functions Key principle 4.a: The usage of eDAMIS requires a user-id and password. Key principle 4.b: Reports of the Management Information System (MIS) are accessible to all eDAMIS users. Key principle 4.c: Users in NSI should use eWA to send their data to Eurostat.   9. Some key principles on transmission of data Key principle 5.a: Transmissions should always be possible. Key principle 5.b: All data formats are accepted by eDAMIS. Key principle 5.c: Action codes used for transmission are only for information Key principle 5.d: Encryption is made by default in case the dataset is confidential. Contradictions between principles and eDAMIS approach Key principle 1.d (TCO may refuse that Eurostat DMA grant rights) and Key principle 1.e (TCO has the last word) may enter in contradiction with Key principle 2.a (the DMA/DCR manages the dataset inventory): • DMA should be able to delete a link between a dataset and a country/org even if the TCO has approved a right for a user • If DMA creates a dataset and a user had obtained a right at the domain level for the country, then the right should automatically be inherited at the dataset level • If DMA copies a dataset then all rights granted for the users of all countries/org. should be copied as well.
