  2. INTRODUCTION ESTABLISHED IN2005 THE WORLD’S ONLY INDEPENDENT ACCREDITATION AUTHORITY FOR SPILL RESPONSE ORGANISATIONS

  3. PRIMARY OBJECTIVE To raise worldwide standards of spill response and to promote high levels of professional and cost-effective performance

  4. STATUS ISAA is established as a non- profit-making NGO and is incorporated as a company limited by guarantee.

  5. SECRETARIAT The administration of ISAA is run by the International Spill Control Organization which holds consultative status at the International Maritime Organization

  6. STANDARDS ISAA sets international standards for spill response in all areas including inland and marine spills.

  7. AUTHORITY ISAA Accreditation Standards are setby highly qualified individuals with many years of real spill response experience and a background that includes first hand R&D work and the quantitative appraisal of response techniques, equipment and performance standards

  8. CODE OF PRACTICE Accredited SROs are required to adhere to the ISAA Code of Practice which sets ethical, professional and business standards

  9. APPLICATION Accreditation is not only applicable to private sector spill contractors. It can also be used by governments and others for independently checking their own response capabilities.

  10. SROs SRO is short for Spill Response Organisation. SROs include private sector contractors and response capabilities operated by governments, port authorities, oil companies, etc.

  11. PROBLEM No. 1 Anyone can set themselves up as a spill response contractor and claim that they can clean up any type of spill in any situation at sea or onshore

  12. THE ANSWER Independent assessment of capability and competency, checking compliance with insurance, health and safety, risk assessment & legislation.

  13. CRITERIA Accreditation will only be awarded if the required standards are met by SROs submitting to the accreditation process

  14. PROBLEM No. 2 With the passage of time even well-organised response capabilities can become ineffective because standards are not well maintained

  15. ANSWER Accreditation has to be carried out every three years and in the intervening years visits are made to assess performance during an exercise or real spill event

  16. RESULT Continued confidence that standards are being maintained and that the response capability can be expected to be effective

  17. MATRIX All candidates for accredited status award are audited by highly qualified assessors in accordance with the ISAA Accreditation Matrix

  18. MATRIX The ISAA Accreditation Matrix has been developed by experts to provide the basis for detailed investigation and evaluation of response capacity

  19. DISCIPLINES Few SROs have the capacity to respond to every kind of spill. Because of this ISAA assesses candidates in a range of disciplines.

  21. LEVELS Accreditation may be awarded at one of three levels depending on the response capacity of the SRO being assessed

  22. LEVEL 1 Able to respond to smaller spills where the required action does not need high level resources of equipment and manpower.

  23. LEVEL 2 Able to respond to respond to intermediate size spills demanding more resources but not large scale events that are complex and difficult to deal with

  24. LEVEL 3 Able to respond to larger spills that demand higher levels of equipment, manpower, knowledge and experience

  25. THE PROCESS All candidates are required to evidence compliance with legal and other requirements including licences, health and safety policy, risk assessment, insurance, waste disposal, training levels and equipment maintenance procedures

  26. SPECIFICS Candidates who pass this initial assessment are then appraised in regard to the specific disciplines in which they are seeking accreditation

  27. SCORING The candidate’s capabilities and modus operandi are thoroughly assessed. Points are awarded in accordance with the accreditation matrix.

  28. OUTCOME Depending on the score attained, the candidate SRO may be either failed or awarded accredited status in the chosen discipline/s at the appropriate level

  29. REPORT The ISAA assessor will provide candidates with a report that identifies areas in which improvements should be made. These will be followed up in subsequent assessor visits and audits.

  30. CO-OPERATION ISAA encourages accredited SROs to co-operate with each other in all situations that call for wider resources of know-how, equipment and skilled manpower.

  31. CAPACITY BUILDING Through training and access to technical support, SROs are encouraged to build capacity and develop heightened levels of professional competency.

  32. TRAINING Using approved training organisations, ISAA organises delivery of IMO and other recognised training courses appropriate to the various accreditation disciplines

  33. AREA SCHEMES ISAA aims to establish accreditation schemes in individual countries or regions throughout the world.

  34. THE FIRST STEP A steering committee is formed. This will include representatives from governmental environmental regulators, interested SROs, and concerned stakeholders

  35. STAKEHOLDERS Stakeholders may include representatives of oil industry, port authorities, tourism interests, inland waterways, insurance industry, environmental organisations and other concerned parties.

  36. COMMITTEE A committee is elected to progress the formation of a national or regional scheme to implement ISAA accreditation of SROs in accordance with international standards.

  37. NEW INITIATIVES ISAA has established an international group of experts tasked with developing SRO accreditation standards for HNS and chemical spill response

  38. NEW INITIATIVES In association with ISAA, the International Spill Control Organization is presenting a paper to IMO on the ISAA accreditation of inland responders for shoreline clean-up in maritime incidents
