FIVE BIG GROUPS OF OPERATORS: • Public operators, METRO and EMT, the first one owned by the regional government, and the second one by the Madrid city council • Busses private companies, which operate in the regional zones • Urban services in other municipalities different of madrid • TFM, inter-urban private company with the concession for the prolongation of the metro line 9 • Cercanías (suburban train network) business unit, part of RENFE, belonging to the central government

LEVEL OF REGULATION OF THE MARKET • The Consorcio assumes the functions of planning and designing the transport system, respecting and maintaining the patrimony, the legal personality and the autonomy of management of the public and private transport companies, all of which are subjected to the guidelines and regulations formulated by the Consorcio referring to the transport service rendered. • The transport system in the region of Madrid is previously regulated to the creation of the Consorcio, and the legal scope is based on the LOTT, the national law from 1987 which regulates the organisation and management of transport system.

  4. URBAN OPERATORS • For public operators, METRO and EMT, each one has its agreement with the Consorcio. Both agreements include: • Annual definition of the services, which is established by the Consorcio • Fares, ticketing and quality management are defined by the Consorcio • Operators are not allowed to introduce changes about the services, but they can propose modifications to the authority. • The Consorcio pays to the operators a fare per passenger which covers the operation costs.

  5. RAILWAY OPERATOR: CERCANÍAS-RENFE • The scope of the agreement with CERCANIAS, the suburban railway operator, is only to compensate the trips carried out with the multimodal travel pass (Abono Transportes). • Cercanías establishes its own services plans and fares, wich must be authorised by the central government.

  6. TRANSPORTES FERROVIARIOS DE MADRID • Contract awarded by public bidding, including infrastructures set up and operation. • Contract stretchs by 30 years • Metro de Madrid shares a 42,5% of the company. • Supply conditions are fitted in the contract. • Consorcio guarantees the economic balance if the fares of the contract are modified.

  7. PRIVATE COMPANIES • There are more than 30 private companies operating 44 concessions, under two different types of contracts metro • Management framework: exclusivity of the operation of services included in the concessions,meaning that each company has the sole right to operate in a corridor or zone, awarded by public bidding system • Time limit for the new concessions is from 6 to 15 years, the duration depends on the service characteristics • Costs must be covered by passenger revenues

PRIVATE COMPANIES: Contract characteristics • The administration yields the management or operation of the public transport service to a private company buy means of a legally binding public service contract: • Administrative concession that is associated to the “risk and venture” concept. the private operator assumes the risk (and venture) of cost and passengers. • Joint arrangements throug wich the administration and the private company “share” the risk of the activity
