Introduction • Heated debates on implication of ACA legislation • Numerous unknowns with regards to ACA • For individuals, small companies, large companies • Health care providers, multi-employer plans • Future legislation • Many contractor groups are attempting to address issues • Training videos/ white papers • Lobbyists • Q & A sessions • Need for definitive non-partisan research on impact to contractors • Why me?

Background • 1965 – Medicare and Medicaid • 1986 - Emergency Medical Treatment and Active Labor Act (EMTALA) • 1997 - State Children's Health Insurance Program (SCHIP) • 2006 - Massachusetts Health Care Insurance Reform Law • 23 Mar 2010 – Patient Protection and Affordable Care Act (ACA) and Health Care signed into law • 28 Jun 2012 – US Supreme Court upheld ACA

Project Description • Summarize the parts of ACA that are applicable to electrical contractors • Provide resources for electrical contractors for further information • Collect data through a survey that identifies anticipated impact of ACA on electrical contractors • Summarize results of the survey • Document trends and publish results

Expected outcomes of this project • Understanding of the economic impact of healthcare legislation on hiring, labor policies, and management decisions of Electrical Contractors. • Development of lessons learned that can be applied to help alleviate challenges experienced by Electrical Contractors in response to healthcare programs.

  7. Survey Questions • Coordinate with Government Affairs Committee in developing questions • Use program such as Survey Monkey to distribute questionnaire • Submit to all NECA member firms • Provide basic information on ACA • Combination of multiple choice and open ended questions • Demographics • Current practices and sources for healthcare • Anticipated changes • Keep survey to less than 10 minutes

  8. Schedule • 1. July 2013 – Summarize ACA impacts • 2. August 2013 - Distribute survey to NECA members • 3. September 2013 - Analyze results of survey • 4. October 2013 - Publish results in applicable ELECTRI International documents and conferences

  9. Budget * Cost factor is based on salary and university fringe policies. Faculty cost is $46.50/hr + 29% fringe = $59.98/hr Grad student cost is $12/hr + 1% fringe = $12.12/hr
