  1. CourtFLOW A V Innovations Inc. The Continuing Evolution of Court Reporting

  2. Long and Shorthand • Before the advent of the stenographic machine all court records were kept by hand writing the proceedings • This was done in both longhand and shorthand • The exercise was very time consuming and accuracy was dependant on the skill and veracity of the court reporter (notes and shorthand not easily read by others)

  3. Steno and CAT Systems • The advent of the mechanical stenography machine and electronic CAT machine increased the efficiency of the in court process • The record still contained irregularities and had to be processed, usually by the recording stenographer, to get a transcript • This method of court reporting has existed in its current form since 1877 and was initially referred to as machine shorthand

  4. Electronic Reporting • Cassette tapes solved some of the accuracy problems inherent in the other forms of court reporting • This technology introduced an additional layer of material to store and track • Tapes were prone to stretching and deterioration, sometimes becoming inaudible • Locating an audio record could be near impossible after a length of time and is costly for the court

  5. Optical Media CD’s & DVD’s • The next step in the evolution was the ability to store the audio on an optical media • This solved the degrading of audio quality over time issues and was somewhat more compact to store • You still had the problem of material storage and tracking, and occasional write-to-media failure (which meant permanent loss of audio) • Did not solve the problem of locating an audio record after a length of time (no automated linking of records)

  6. Limits of Recording Technology • Still requires physical handling and storage of media • Difficult and expensive to store and track • Labor intensive (also requires skilled personnel that may be in short supply) • Cannot integrate with other systems or information to create an automated data linking and retrieval resource

  7. Now CourtFLOW - A Database Driven System That Puts You on the Right Track • Captures, digitizes and annotates audio • Stores all audio and case information to a local or remote hard drive • Relational database tracks and manages all stored information (archived and online) • Enables all information related to any court record to be automatically linked, stored and retrieved online

  8. CourtFLOW: The Key to Integrated Justice Systems • CourtFLOW is software designed with integration in mind • Allows docket information(defendant, plaintiff, witness, court personnel, judge, attorney, case numbers etc.) to be imported • Allows information related to the case (such as video annotations, images, documents and scanned data etc.) to be digitally stored and linked to the audio

  9. Making a Case for Digital Justice • The trial is recorded and annotated • During trial evidence is introduced, digitally captured and automatically logged: • Scanned documents • Annotated video • Digitized photos • After trial a transcript is produced and all data elements are linked and tracked by the database • Result is that all information related to the case is instantly available online

  10. The Case – Digital Data Online Saves Money and Increases Efficiency Case File Calendar Audio Video Photos Data Base Slides Documents

  11. Growing Global Momentum • Currently installed in more than 2,000 locations • Includes jurisdictions across Canada, United States, South Africa, Australia and England • In several counties within the United States, CourtFLOW is creating a common platform tying together the Board of Supervisors, Superior Courts, Justice Courts, Juvenile Courts and other county departments and agencies

  12. Florida Court Proves Benefits • The 13th judicial circuit in Tampa, Florida has become a leader in implementing court-related technology into the actual judicial process • VoiceIQ has been part of this process for more than five years, with CourtFLOW software now installed in more than 25 courtrooms

  13. Florida Court Experience Shows Promise of Outsourcing • The early ability to link and index real-time annotations to digital audio files that are compressed as they are recorded has enabled the court to electronically transport these files via network to outsourcing facilities • This is leading to the development of a complete outsourcing model that promises to bring the “business” of courts into the 21st century, creating new efficiencies and benefits

  14. Extended Outsourcing is Now Viable

  15. Florida Court Saves $1 Million a Year • This model of court automation is has been saving the 13th judicial circuit $997,729 a year • Florida installation also proves that courts electing to purchase a digital recording system consisting of CourtFLOW software, computer hardware and audio equipment can save more than $80,000 per month and receive a 100% return on their technology investment within three months 100% Return On Investment
