  2. Florida’s Energy Demand • Nearly 7.8 million residential customers • Over 1 million commercial/industrial • Base load of approximately 45,000 MW • (1 MW powers approx. 1000 homes)

  3. Energy Sectors • Generation • Power Plants • Transmission • Bulk power long distances • Break in line and poor communication protocols with new RTO systems caused NE blackout • Distribution • From local substations to customers

  4. Generation • National mix: • 50% coal, 20% Nuclear, 16% Natural Gas, 10% Hydro/renewables, 3% Oil • Florida mix: • 37% Coal, 32% Natural Gas, 15% Nuclear, 14% Oil, small amounts of biomass and WTE

  5. EPA Regulated air pollutants: • NOx, SO2, CO, PM, VOC’s • Florida is in attainment for ALL

  6. Power Plant Permits • Federal • Air - PSD, Title V • Water - NPDES • Dredge & fill • State • ERP, Air, Domestic Wastewater, Stormwater, Solid Waste, UIC, CUP, Haz. Waste, DOT other minor permits • Local • Zoning, Comp Planning

  7. 1973 Florida Power Plant Siting Act • 75 MW steam or solar or higher • Single permit, 3 part process • Need • Land Use • Environmental • Governor and Cabinet issue final order • Currently 46 certified plants • Transmission Line Siting Act • Natural Gas Pipeline Siting Act

  8. Florida Energy Office • Located within DEP, run with US DOE funds • Designated as the state office authorized to: • Manage energy information of the State • Promote renewable fuels and energy efficiency • Promote education
