Components of this exist? • They are available both in Ethiopia and Kenya • In Kenya it is governed at national drought management institute (coordinate 6 pillars) • In Ethiopia (one organization & Taskforce) • National Disaster Risk management commission (which focuses on disasters) • Agro-met advisory task force (produce forecast and recommendation for agriculture)
Monitoring and early warning • Agro-weather advisory service (Ethiopia) • NMA, Research, ATA, MoANR … members of the taskforce…will be a platform soon • Rainfall situation, recommendation and drought Analysis produced by the taskforce • Meet every 10 days…chaired by Crop (MoANR) • Lacks accurate drought monitoring system • Recommendation of emergency seed, livestock feed and water will be produced

Monitoring and early warning • Kenya National Drought management Institute • has 6 pillars (agriculture, livestock, environment..) • ending drought emergency by 2020 (Kenya) • Produce a report every two weeks • Based on the early warning the government prepare for food , feed and water • Advocate the pastoralist to have a reasonable number of livestock
Impact and Vulnerability • Vulnerability assessment is done for disaster or food aid by NDRMC • The agriculture sector lacks it to mitigate drought
Mitigation and Response • Based on the forecast of NMA, Report of regions • Mitigation plan develop • Emergency seed supply … done MoANR • Supply of food (NDRMC)
What we lack • They are available both in Ethiopia and Kenya • Their level of accuracy is in question • Capacity gap both material and human power • Accessibility of information by the farmers • Information delivery system (dissemination tools) • Feed back system • Impact assessment • Investment to develop tools (research, delivery/ communication)
