Dusel Environmental, Health and Safety. • Gran Sasso Model • Henderson Dusel Safety Director • Conveys Zero and Beyond philosophy • Ensures that all Dusel employees, contractors and employees are properly trained • Enforces safety expectations as outlined earlier • Enforces all environmental expectations • Establishes a Emergency Rescue team and Emergency Response plan • Establishes an evacuation plan • Reviews all Experiment proposals • Establishes and controls a process for the introduction of hazardous materials, storage and disposal. • Insure proper safety supplies and equipment is available • Experiment Safety Champion • Henderson Safety/Environmental to review and approve all proposals and construction plans • Henderson to work jointly with Henderson Dusel Safety Director • Manage security • Manage Medical requirements (Henderson utilizes local emergency resources) • Habitual safety violators will not be allowed

Environmental • Reclamation Permit – Colorado Division of Minerals and Geology • Permit allows for construction of the DUSEL • Following closure of Henderson mining operations, site would be considered by the division to be a non-mining industrial site. • Water Permits – Colorado Water Quality Control Division • Permits in place for anticipated life-of-mine water quality • Changes in contaminants caused by DUSEL would be handled through permit modification • Air Permits – Colorado Air Pollution Control Division • Permits are in place for DUSEL development • Changes in contaminants caused by DUSEL would be handled through permit modification • Permits are transferable in post-mine setting • Other Permits and licenses – Various agencies • May be adjusted as necessary to acknowledge nature and scope of DUSEL operations
