From eEurope to i2010 • From eEurope 2005 to i2010... • Shall provide the political chapeau for activities on... • the regulatory framework (including relevant legal and regulatory questions outside the communications area), • the audiovisual and media sectors... • ...and for research and innovation in relevant areas Reinforce the contribution of ICT to Europe’s performance... Creating a favourable environment for competitiveness and growth... Increase the welfare of European citizens through increased use of ICT... • Broadened scope: all electronic communications, services and media sectors • Stating objectives and benchmarking performance

  18. i2010: Three priorities • A Single European Information Space • The completion of a Single European Information Space which promotes an open and competitive internal market for information society and media • Innovation and investment in research • Strengthening Innovation and Investmentin ICT research to promote growth and more and better jobs • Inclusion, better public services and quality of life • Achieving an Inclusive European Information Society that promotes growth and jobs in a manner that is consistent with sustainable development and that prioritisesbetter public services and quality of life

  19. I) A single information space A Single European Information Space offering affordable and secure high bandwidth communications, rich and diverse content and digital services. Challenges: • Speed, rich content, interoperability, security Actions: • Review electronic communications framework, modernising legal framework for audiovisual, European content support, strategy for secure European Information Society; targeted actions on interoperability (especially DRM)

II) Innovation and investment in research World class performance in research and innovation in ICT by closing the gap with Europe’s leading competitors Actions: • Research: increase & prioritise for ICT, launch bottleneck-solving initiatives; measures to encourage private investments • eBusiness policies – barrier removing • Support tools for new patterns of work

  21. III) Inclusion, better public services and quality of life An Information Society that is inclusive, provides high quality public services and promotes quality of life. Actions: • Policy guidance on eAccessibility and broadband coverage; eInclusion initiative proposal, Action plan on eGovernment; demonstrator projects; three flagship initiatives on Quality of Life-ICT

  22. 2. The new Lisbon methodology • ‘i2010’ is a key component of the EU’s renewed Lisbon competitiveness strategy. • Its implementation mechanisms should be merged with future reporting on the National Reform Plans.

The Lisbon governance Structured around four main elements: • The Lisbon Community Programme (forthcoming) • 2006/2008 Integrated Guidelines (with Lisbon structural indicators) – in discussion • The National Reform Programmes (to be submitted to the Commission in October 2005) • The Commission Spring Report (March)

Two key issues • At national level: how will national reform plans reflect ‘i2010’ priorities? • How will national progress report feed the Lisbon and i2010 agenda? • Spring report: review of Member States policies • European Information Society Report: assessment on the basis of benchmarking/monitoring exercises

Co-operation with the Member States A need for a clear and permanent link between the Member States and the European Commission to ensure a relevant co-ordination within i2010. • Proposal to set up a new high level group: • Built on the eEurope Advisory Group • To be formalised (Commission Decision) • To extend its reach to relevant INFSO and Media issues as encompassed in ‘i2010’ • To keep a flexible approach

Dialogue with the stakeholders Discussion and promotion organised around: • High level events within i2010 priorities (Conference or HLG), such as, in 2006: • Film on line for Information space • IST Conference for research and innovation • The Riga Conference for Inclusion • One i2010 event per year, such as the London Conference organised by the UK presidency. • How can i2010 interact with national experts groups and major laboratories?

Reporting in i2010 Benchmarking report replaced by a more ambitious i2010 progress report: • Benchmarking integrated in annual i2010 progress reports Reporting for Member States fully merged into Lisbon: • In line with the Integrated Guidelines for growth and jobs: • The Guidelines stress the importance of ICT uptake, ICT infrastructure and ICT for jobs and education. • Progress on these will also be analysed in the Commission’s Annual Lisbon Progress Report.

Reporting in i2010 A mix of indicators : • Covering a broader scope, including for instance research in ICT • Building on existing work for core indicators • A greater focus on impact and ICT usage • With a mix of sources: • Community surveys with permanent and pilot modules, • specific data collection for supply and availability of ICT services or for impact measurement • To ensure flexibility and timeliness • To support monitoring of the Lisbon integrated guidelines

Monitoring the Information space Need to monitor on an annual basis: • Availability of broadband • Speed • Costs • Subscription numbers • Platforms to access the internet • Availability of services • Usage of services and security Two sources: • Household community survey • Operator/ISP surveys

Monitoring Research and innovation Need for research: • Investment in ICT research Adoption of ICT by businesses: Enterprise community survey to carry on with: • Connectivity • eCommerce • eReadiness And to develop: • Integrated business processes • Business networks • Use of mobile services Provide data on investment and expenditure in ICT

Monitoring Inclusion, Public services and quality of life Inclusion: • Full use of the possible breakdowns in the Community surveys (age, gender, education level, socio-economic status, territorial divide) • Special focus on digital literacy, with results for 2008, and possible contribution from HH Community survey eGovernment: • Availability of eGov services to be continued and improved • Take-up of services by Businesses and Households to be measured by Community Surveys • Expand for impact on efficiency (back office reorganisation and benefits for final user) on the basis of pilot surveys from Measurement Framework And to develop: • Integrated business processes • Business networks • Use of mobile services Provide data on investment and expenditure in ICT

  40. Enkeltmennesket i det digitale Norge • Digitale tjenester skal baseres på åpne standarder • Alle skal, om de selv ønsker det, kunne være fullverdige digitale borgere • Alle relevante offentlige tjenester skal være digitalt tilgjengelig

  41. Digital deltakelse for alle • Sikre alle nær tilgang til PC og Internett • Mål for og vurdering av elevers og studenters digitale kompetanse • IA-avtalen og NAV-reformen skal brukes for å forhindre et digitalt klasseskille

MinSide skal være felles inngangsdør til offentlige tjenester • Innsyn i egne personopplysninger registrert hos statlige og kommunale virksomheter • Eksempler: Min adresse, min fastlege, mine kjøretøy, mine eiendommer, navn og kontaktinformasjon om min fastlege • Tilgang til tjenester fra stat og kommune rettet mot hver enkelt innbygger, eksempler: • Bytte fastlege, Melde flytting, Endre skattekort, Reservasjon – direkte reklame, Bestille helsetrygdkort, Bestille serviceberegning for alderspensjon • Noen felles tjenester, eksempler: • felles innlogging, meldingslogg, utboks, personlig profil

MinSide vil bli utviklet over tid • Tidlig lansering des. 05 for at nye og eksisterende tjenester graviterer mot MinSide • Begrenset antall tjenester og etater fra starten • SKD, RTV, Aetat, Vegdir., Brønnøysundreg., Lånekassen, Norsk Eiendomsinfo. • Ikke sensitive opplysninger eller tjenester med høyeste krav til sikkerhet etter Personopplysningsloven • To typer tjenester • registerinformasjon om den enkelte • Eksisterende/planlagte transaksjonstjenester • Plan for videre utvidelser

  46. Forpliktende samarbeid i offentlig sektor • Koordineringsorganet for eForvaltning ble dannet i des. 2004: 12 toppledere fra statlige etater, 3 toppledere fra kommuner og fylker, ledet av Moderniseringsministeren • Nært samarbeid internt i staten og mellom kommune og stat
