What are Proficiency Tests and Inter Laboratory Comparisons? • Inter Laboratory Comparisons for Laboratories: • Organisation, performance and evaluation of tests on the same or similar test items by two or more laboratories in accordance with predetermined conditions. (ISO Guide 43-1 1997) • Proficiency testing for laboratories: • Interlaboratory comparisons designed to assure laboratory performance in specified areas of testing, measurement or calibration • Proficiency Testing (PT) can also be called: • Inter Laboratory Comparisons (ILC) • External Quality Control (EQC) • Round Robin Test
Why does Turkey need Proficiency Testing ? It is the most powerful tool for laboratory services, as • it gives Turkey, the authorities and laboratory clients • updated, reliable and known quality of laboratory services • updated, documentation of the quality of laboratory services • updated information • ISO 17025 accreditation of laboratories • International recognition of TÜRKAK • it gives the laboratory a unique tool to detect errors
What is the objective of this project? Proficiency Tests & Interlaboratory Comparisons A step in the facilitation of Free Movement of Goods - EU Alignment • Facilitate availability of Proficiency Testing in Turkey • Support evaluation of PT programme results • Disseminate information of the value of PTs to laboratories in Turkey • Develop network related to PT providers

Project Assessment: The project has assessed PT and ILC requirements of laboratories for • Food safety • Calibration • Animal Health (Meat) • Fuel Environmental Testing • Medical Testing • Cement • Mechanical Testing • Textiles
Example of Project Assessment: PTs in Food Laboratories Assessment June 2006 • one of the largest export sectors • about 60 public and private authorised laboratories • effective Food Committee in TÜRKAK • UME was the only national provider • several international PTs being used in Turkey • need for more national PTs Through this project • 2-3 new PT providers have been trained • 1 Pilot PT conducted with success, 1 more running • pilot ILC provider: Ankara Provincial Control Laboratory Next steps of this project: • establishing sustainable routine PTs
Example of Project Assessment: ILCs in Calibration Laboratories Assessment June 2006 • about 30 accredited laboratories • effective Calibration Committee in TÜRKAK • UME was the only provider • very few Interlaboratory Comparisons (ILCs) • no relevant international ILC schemes available Through this project • potential ILC providers have been trained • 8 Pilot ILCs are running • pilot ILC providers: UMS, SIMKAL, TSE, Yeditepe Univ. Next steps of this project: • establishing sustainable routine PTs
Example of Project Assessment:PTs in Medical Test Laboratories Not a focus area for free movement of goods However: • More than 4000 laboratories • Some extremely good PT organisers • Need for incentives for laboratories to participate in PTs • Health Insurance pays for tests from laboratories with PTs • Legal pressure from Ministry of Health • Generally advanced regarding PTs relative to other sectors
Example of Project Assessment:PTs in Cement Laboratories • Generally advanced regarding PTs relative to other sectors • TCMB, the Cement association has organised regular PTs for its members for 6 years • No need for project support
