Since 9/11, the U.S. has confronted major security concerns related to foreign direct investment (FDI), with domestic investments reaching $2.6 trillion and $4.1 trillion abroad by 2011. This paper explores Congressional oversight and the implications of national security on FDI, highlighting critical sectors like telecommunications and infrastructure. It raises critical questions about protectionism and the lack of defined parameters for national economic security. A policy proposal aims to assess trade-offs and the ramifications of restricting foreign investments for national security.
