  3. PURPOSE THE PURPOSE OF TRAFFIC MANAGEMENT AT ROADWORKS “Is to put controls in place which manage the hazards at work sites, providing levels of protection to workers and road users”. MAIN ROADS PURPOSE (2020) “Moving people and freight safely, reliably and efficiently on WA roads”

PURPOSE TRAFFIC MANAGEMENT OBJECTIVES (AS1742.3 2009) • To protect workers • To provide adequate warning of temporary changes in road conditions • To provide adequate warning of the presence of personnel or plant engaged in work on the road • To instruct road users on how to negotiate the work site (through, past or around).

STANDARDS & GUIDES SUMMARY OF STANDARDS • AS1742.3 - 2009 is the most comprehensive Traffic Management Standard. • Works CoP prevails over AS1742.3 – 2009. • Works CoP is an evolving document that allows for innovations and improvements to be actioned. • There is currently a drive for efficiency improvements at roadworks sites.

STANDARDS & GUIDES TRAFFIC CONTROL FOR WORKS ON ROADS AS1742.3 - 2009 • This standard goes into significant detail on the selection, application, installation, maintenance and typical work site scenarios for using traffic management devices. • It is critical for people involved in road construction, asset management and maintenance to have a least a general knowledge of this standard.

INSTRUMENTS OF AUTHORISATION The CMR has authority under the Road Traffic Code to: “erect, establish or display and alter or take down any road sign or traffic control signal.” The CMR can authorise bodies under Regulation 297 (2) of the Road Traffic Code to utilise traffic signs and devices as stated above. Authorised bodies shall develop and implement procedures that will satisfy the CMR that the traffic management implemented will conform and comply with the requirements in the Traffic Management for Works on Road Code of Practice.

Instruments of Authorisation ACHIEVING CORRECT / CONSISTENT TRAFFIC MANAGEMENT The Standards must be known, applied and implemented. this requires: • Knowledgeable staff with appropriate training • Regular checking and follow up in the field • Better internal ownership and accountability of traffic management at worksites.

UNAPPROVED WORKS Local Government (Uniform Local Provisions) Regulations 1996 • Carrying out private works on local government property without authority (includes local government roads). • Failure to comply with conditions of authority an offence. The Criminal Code (Police will enforce in more extreme cases) • s70A Trespass Offence – remaining in place after being requested by a person in authority to leave (person in authority = Police Officer or a person having control or management of the place). Main Roads officers can stop unauthorised works on main roads & highways including authorised works that don’t comply with conditions. Local Government Officers have similar powers in respect of roads under their Local Government’s responsibility.

ACCREDITATION TYPES Advanced Worksite Traffic Management (AWTM) Preparation of high risk (complex) Traffic Management Plans Basic Worksite Traffic Management (BWTM): On-site management of the installation and maintenance of traffic signs and control devices. Traffic Controller (TC): On site manual traffic control using a Stop/Slow bat. Roadworks Traffic Manager (RTM) Review and endorsement of Traffic Management Plans involving “complex traffic arrangements”. Audits.

TRAFFIC MANAGEMENT DESIGN Required information for project manager provide: • Worksite offset • Depth of excavations • Length and width of worksite • Traffic volumes • Staging of works • Duration of works at different offsets (i.e. outside 6, 3, 1.2m) • Other constraints e.g. project, site, business, residential, noise Note: Can vary depending on complexity of project

  20. SUMMARY & WAY FORWARD • Comments on TM Policy send to: roadsafety@mainroads.wa.gov.au • Compliant worksites = More compliant drivers • If you have an IoA TMPs need reviewing and checking (protocol / procedure) • Traffic Management design requires detailed project information

SPECIAL EVENTS INVOLVING MAIN ROADS CONTROLLED ROADS • Six months clear notice of event proposal • Monthly stakeholder planning meetings • Concurrence from all LGA’s involved • WA Police must be involved in all planning • TMP must be signed off by RTM • Charity walks and bike rides e.g. Bunbury to Perth etc. require no “approval” by MRWA • Approval for flashing lights on “escort” vehicles to be sought from Driver and Vehicle Services (DOT) Presenter: Brain Watson
