Mission The mission of the Institute is to enhance national resiliency to disasters… by conducting research leading to innovative toolsthat empower the homeland security and emergency management community through education, training, outreach and operational support. The Institute seeks to improve the nation’s resiliency by enhancing our understanding of the interconnections between critical infrastructures that support our private sector supply chains, our communities, and our way of life.

Challenges: Hurricanes Katrina & Rita Public-Private Partnership: Private sector was willing, but no formal support structure in place Information is rarely shared systematically between all in a disaster Private to public information will create situational awareness and allow the government to better allocate resources Public to private information will allow businesses to ensure continuity of operations and prepare appropriately Coordination between the public and private sectors Donations Evacuations Shelter

Progress:Gustav/Ike Mobilized products and services from private sector Mobile food kitchens at shelters in North Louisiana ($1.2M in savings, better service to citizens) $23.8 million dollars donations Situational awareness from the private sector Wal-Mart shortages of fuel Economic Consequence Assessment Reported disruptions to operating capacity of 120 critical assets

Progress: State Initiative To support disaster management in Louisiana by developing an accurate understanding of economic impacts to critical infrastructures and major economic drivers, as well as facilitating the coordination of businesses and volunteer organizations with the public sector through enhanced resource and information management. • Through the Louisiana BEOC, the State of Louisiana will : • Facilitate communication between public and private sectors • Enable business and industry to identify roadblocks to recovery • Reduce overall economic impacts to Louisiana businesses and industry

Progress: Fuel Supply-Demand Model • Transportation/Fuel Demand Model • How much fuel is needed to support an evacuation? • Behavioral Social Network Model • When will people evacuate? • (shadow evacuations?) • Where are they likely to go? • Fuel Supply System Model • What is the fuel availability at gas stations? • Results for Decision Support • Can we mobilize adequate emergency fuel, if needed?

LA-1/Port Fourchon • Working with DHS and National Infrastructure Simulation and Analysis Center (NISAC) to estimate the impact of disruptions to the port if Hwy 1 was impassable for 90 days • National Impact- Overall economic impact of extended outage of the port (direct impact on crude oil and natural gas) • Replacement Cost – Cost to reproduce port capabilities elsewhere in Gulf of Mexico (to what level can other ports absorb this volume)
