CANSO role • Actively participate/contribute on the AIS-AIM SG’s activities and to support the strategic framework and roadmap developments as well as updates of all relevant documents; • Identify and share best practices to implement above mentioned globally approved developments into operation; • Continuously provide feedback to ICAO to support appropriate update/modification of strategic framework/roadmap and all relevant documents. WG3 meeting – SG related items • The CANSO AIMWG3 meeting made a significant effort to prepare contributions for the AIS-AIM SG2 meeting: • Development of a Glossary of Terms; • Follow-up activities to AIS-AIMSG/1 Actions Agreed; • Transition from AIS to AIM - the ANSP´s perspective; • Break-out session. The global voice of ATM
Development of a Glossary of Terms • Urgent need for a common understanding of definitions and processes; • It is important for the ANS Industry to speak “one language” and provide clarity to its stakeholders; • The expected deliverable is to develop a “Glossary”; • The final draft will be discussed and agreed at the AIMWG4 meeting in March 2010; • This CANSO “Glossary of AIM terms” can then be duly considered by the ICAO AIS-AIMSG. Follow-up activities to AIS-AIMSG/1 • 1/5 Draft Amendment 36 to Annex 15: Electronic terrain and obstacle data; • 1/19 Guidance material on AIS training; • 1/20 AIS quality manual; • 1/31 Aeronautical Chart Manual (Doc 8697); • 1/32 Legal and Institutional issues. The global voice of ATM
Break-out session • Restructuring of Annex 15 and Future IAIP; • Future service provision; • Future role of AIS providers and • System Wide Information Management (SWIM). The global voice of ATM
New structure of Annex 15 • Remaining sections - introduction, definition, general, quality management system, AIRAC; • AIS products (“the legacy“) - AIP, NOTAM, AIC… + eAIP; • AIM services (“the vision“) – TBD. The global voice of ATM
Extended scope of Annex 15 • Terrain Data; • Parameters required for environmental evaluations; • Capacity Relevant Information; • Additional inputs for a common operational picture; and • Fusion of AIM and MET data. The global voice of ATM
SARPS - contents and format for AIM services • Raw data: Navigation, Airspace, aerodromes, eTOD, AMDBs; • Front end: to access / dislay raw data (e.g. based on a GIS); • Briefing; • Temporal considerations (link to Digital NOTAM). The global voice of ATM
NOTAMS, ASHTAMS, SNOWTAMS … • All special-NOTAM format to be progressively withdrawn and replaced by Digital NOTAM; • The special-NOTAM format SARPs to be put in Guidance Material. The global voice of ATM
AIS products vs. AIM services • Need to accommodate the various development status among the 190 ICAO States – an incremental approach; • Interim step: AIM services is an option; • When AIM services are provided, they take precedence over AIS products that can: • Either be derived from AIM services; • Or not be provided any more. The global voice of ATM
Future service provision • User oriented – Users will need their own applications for further processing and/or display of customised data; • Standards for data centric environment: • Common format; • Interoperability; • System to system data exchange; • Increased responsibility of Data Providers; • Human factor – staff qualification; • Data Quality (accuracy, resolution, integrity). Future role of AIS providers • The role of AIS providers could be changed significantly; • New role of data originators • They could created raw data in digital form and transfer it directly to AIS; • Introduction of Digital NOTAM will change the role of NOTAM Offices • Update of static database in (real) time; • SLA´s with data providers/users; • Oversight and monitoring functions; • Training of data originators. Future development and implementation • Safety Management Systems (SMS) for AIS/AIM providers; • Workflow and Metadata management tools; • Common specifications of interfaces; • Service Level Management; • Data Quality Assurance tools and • Training/Qualification of data originators. The global voice of ATM
SWIM • Technically: • as an Intranet interconnecting all actors in SWIM ; • Operationally: • The Data side approach - the specification of data items which different actors need and consequently derives the services from the data required; • The Service side approach - the services that need to be provided and derives data which need to be modelled. The global voice of ATM
Conclusions • The various development status among the 190 ICAO States – the paper provides the views of ANSP´s on the future development; • Urgent need for a development of common definitions and processes and scope of AIS/AIM/IM in the SWIM content; • Information Management becomes a key enabler for the future ATM System. It does not mean physically taking over all information related functions by AIM; • The role of AIS providers will change significantly; • CANSO fully support the common incremental approach based on ICAO AIS-AIM Roadmap.
