  2. UNECE work in the area of PPPs: • 1997 - BOT Group • 2008 - TOS PPP under CECI • 1st session in February 2008 – 110 pax • 2nd session in December 2009 – 135 pax • 3rd session in April 2011 – over 220 pax

What are PPPs?: • Definition (UNECE’s Guide to Good Governance): • “Innovative, long term, contractual arrangements for developing infrastructure and providing public services by introducing private sector funds, expertise and motivation into areas that are normally the responsibility of government.”

  4. What are PPPs? (cont’d): • Four key elements: • long term contract; • payment over the life of the PPP contract; • allocation of risks; and • reversion of asset to public sector.

UNECE International PPP Centre of Excellence The overall objective is to assist governments in implementing best practice PPP policy The Centre will assess PPP capability development in countries and… …internationally promote and diffuse the best-practice through the UNECE PPP Toolkit Will become a global ‘public good’ in PPP capacity building and fill a major gap.

UNECE International PPP Centre of Excellence Structure: formal part of the UNECE secretariat in Geneva; Funding: through extra budgetary resources and voluntary contributions… …its operation and success relies upon the financial and material support of public-sector organisations hosting sectoral centres; Governance: under the political responsibility of the UNECE Team of Specialists on PPP.

  8. UNECE International PPP Centre of Excellence: • devolve or delegate some of its core responsibilities to sectoral specialist centres; • institutionally linked through an MoU. PPP Specialist Centres: • identify international best practice in PPP within their focus sector; • promote and coordinate research, training, and knowledge-sharing in PPP best practice within their focus sector; • responsible for leading the development of Best Practice Guides within their focus sector; • global membership from PPP units/agencies, private sector and research bodies operating within their focus sector.

Current development a number of governments confirmed their intention to host components of the UNECE International PPP Centre of Excellence: PPP Specialist Centre for Water and Waste Water: Saudi Arabia; PPP Specialist Centre for Health: The Philippines; PPP Specialist Centre for Seaports & Maritime Affairs: Greece. PPP Specialist Centre for Water Management: The Netherlands …interest in hosting components of the UNECE International PPP Centre of Excellence: PPP Specialist Centre*: Germany, Russian Federation, Qatar; PPP Specialist Centre for Power: South Korea; PPP Specialist Centre for Airports: Turkey; PPP Specialist Centre for Prison Services: Romania.
