Enhancing Support Services for Benefit Changes in East Sussex

  2. Background • Five districts and boroughs and East Sussex County Council (ESCC) partnership • Jointly developing a plan • Aimed at people affected by benefit changes – past and future • Significant reductions in funding to debt/advice agencies • Significant unemployment

  3. Background continued • Organisational responses to changes • Inconsistency of response from agencies • Geographical inconsistency Co-ordinated response to build on existing initiatives and aim for equality of access for all those affected in our community

Strategic background • Funded and overseen by Strategic Forum • Project Board is the East Sussex Welfare Reform Project Board/Steering Group • Linked to ESCC Financial Inclusion work • Linked to Child Poverty Strategy development • Linked to development of Discretionary East Sussex Crisis Support Scheme • Linked to local Council Tax scheme

  5. Project tasks • Gathering base line information • Analysing the data on impact • Mapping advice and information services • Skilling up staff in range of organisations • Extending existing services • Delivering specialist support and advice service(s) • Communications plan • Evaluation

  6. Project outcomes • Effective support and advice system in place reducing overlap and increasing impact • Advice and statutory organisations are strengthened • A second tier specialist support service developed for the most complex cases alongside advice and support agencies

  7. Outcomes by December 2012 • Evaluation of mapping exercise • Understanding of impact • Agreed delivery plan for resources • Agreed communication and publicity plan • Plan for strengthening services • Development of a training plan

  8. Outcomes by March 2013 • Services have been strengthened • Communication plan is being delivered • Specialist service for the most vulnerable is in place • Evaluation tool is in place

  9. Communication • Briefings being distributed widely • Developing web page on ESCC to include: • impact report and information • mapping information • tools etc for self help • links to other agencies • Will link to East Sussex Strategic Partnership website
