Overflow and High Usage Options • Current position - Overflow • Principle for Route Dimensioning is that all Traffic Routes be fully provided. • Overflow allowed between fully provided Traffic Routes i.e where an Operator has more than one Traffic Route to a BT Switch then they can request calls to overflow between them. • No restrictions on how “own” traffic is carried in owning party’s network.
Overflow and High Usage Options • Current position - Overflow post NTS Links Reversal. • Fully Provided requirement (Annex A par. 5.4.2) applies to this traffic type. • Therefore, Overflow from Switch Connections for BT-Operator NTS is limited to Operator Traffic Routes from that Switch Connection only (but see DLEs).
Overflow and High Usage Options • Current position - Manual Operational Intervention. • In the case of operational difficulties, Operations departments may agree expedient re-routing for a limited time using any available capacity. • Increase the likelihood of successful Calls • Only where this does not affect the GOS of other services.
Overflow and High Usage Options • Proposed Changes - Overflow from DLEs • Recognising the growth in DLE connection BT has been looking at the possibility of making overflow available via the tandem layer where Calls temporarily exceed available Capacity. • Principle of Fully Provided Routes still applies therefore this would only be used as a temporary measure pending Route Augmentation. • Reflecting changes in types of Calls we have looked at the following scenarios :-
Overflow and High Usage Options • Proposed Changes - Overflow from DLEs • Voice - overflow will be made available for voice services number ranges in accordance with agreed routing plan if requested. • Data - no overflow can be made available for these number ranges due to factors such as aggressive redial characteristics. This covers calls to the internet including VOIP. • Mixed number ranges - where a voice number range is contaminated by data services then no overflow facility will be available. • Contract text will be amended to allow this.
Overflow and High Usage Options • High Usage Rules - • Available for traffic to BT DLEs from an Operators Network or to Operator Local exchanges from the BT Network only. - Annex A par. 5.3.3 • Limited HU option that was made available for Surftime type services no longer available.
