SUMMARY INTRODUCTION A Crowd Control is required to avoid any untoward incident. A recent case of stampede in MECCA a fortnight back, comes to the mind where over 600 people lost their life. A very unfortunate incidence .May be a proper crowd control could have probably saved precious lives.
MANDHAR DEVI TEMPLE INCIDENCE Another Case of Stampede that comes to mind is the stampede at Mandhar Devi Temple Fair at Satara, where as many as 292 devotees lost there life in a stampede outside the Mandhar Temple last year in January. The Stampede began following a skirmish and a small fire in one of the stalls, out side the temple. What followed,“A Judicial Enquiry” to probe into the stampede by a retired high court judge Mr. R.J Kochar. But “Can the dead people come back
STATE GOVT. DIRECTIONS The state Government gave out some directives for this year’s Mandhar Devi Temple Celebrations. These are:- • Distt. Administrative staff to take all precautionary measures. Barricades will be put up. • The restrictions will be in place on roads leading to the temple • The Distt. Collector & Police Supdt. to camp at Wai. • To arrange amenities near the Temple. • Relocate the 50 stalls outside the temple a little further away to avoid congestion. • Animal slaughter in the vicinity prohibited. • Breaking of coconuts in the temple will also not be allowed – This is to avoid when last year several people slipped,over the coconut milk.
CROWD AND MOB Another Incidence were a crowd of villagers turned violent and attacked a large police force where in about hundred Cops were injured in the mob attack in GOA, Panaji. Crowd control - The defination of Crowd is:- • A large no of people gathered together, • Group of people with a shared quality, • Fill a space almost completely.
Another term connected with crowd is MOB The definition of mob is:- A disorderly crowd of people. The ordinary people. Exitable crowd. Crowd into an unruly way. Dealing with a crowd and a mob are two different things. For that we have to understand the behaviour pattern and their psychology. It does not take long for a crowd to turn into a mob. Further a mob can turn to violence in no time and violent mob turns to Destruction, where common sense and reasoning is lost. All possible care must be taken to ensure that the crowd is never allowed to turn into a mob. It is far easier to control a crowd than to control a mob.
CROWD CONTROL a) Lay down visit timings for different areas, groups. ensure easy entry & exit. b) Preferably have separate entries for Ladies, Gents & Elderly people. c) Organise a team of volunteers to guide movement of people. d) Organise availability of Police, Fire Brigade, Home Guard volunteers, May be NCC cadets in uniform. e) Organise First Aid, Ambulances & team of doctors f) Ensure walkie talkies are available with the volunteers. g) Work out dividing a large crowed into smaller groups – separate these groups. Use of ropes to guide people by Volunteers. h) Proper arrangement for shoe guard.
i) Educate people through media not to take cognisance of rumours. j) Follow drills in case of a Bomb Scare. k) Take measures to avoid panic use loud speakers if required, Broadcast on TV. l) Proper sign posting. m) Keep beggars away. n) Pass visitors through metal door detectors. o) Proper frisking of visitors. p) Divide entire area into smaller zones, manned by Volunteers. r) In case of a problem cordon of particular zone. SUMMARY Keep your plans ready to regulate the crowd. Rehearse the plan.
