  2. SB 1199 • $21 million allocated by appropriation bill for Differential Pay • Distribution is based on your FY14 midterm support units • Budget $1,450 per estimated midterm unit • Must apply to receive funds • Submit your plan by October 1st • Your plan submission is your grant application

  3. Differential Pay Plan Requirements • Plan must be approved by Board of Trustees • Plan must include evidence that it was developed with input from Principal, teachers & certificated employees at each school • Based on measures of growth in student achievement • Measures & awards can be based on individual, schoolwide, or subschool grouping

  4. Other Provisions • Plan is not subject to collective bargaining • Up to 40% of funds received may be allocated for “professional development, leadership and resources necessary to implement Idaho core mathematical and English language arts standards” • SDE to distribute funds by no later than February 15th • Can award funds to any employee

  5. Other Provisions, continued • Allocate money from the amount distributed to pay “any variable rate employer benefit costs” • Receipt of differential pay does not create any expectation or obligation to pay again in the future • Each submitted plan & report to be posted to school district & SDE website

  6. Reporting • Report to SDE by the end of FY14 on the plan’s measures of growth in student achievement, target benchmarks, results of those measures, award amounts by individual, narrative of the effectiveness of awards in reaching the goals • SDE to conduct study comparing the characteristics, process and features of each plan to the results achieved
