  2. Gender transformatory governance? • Patriarchy is a dominant system of power that permeates governance institutions at all levels • Gender transfprmatory governance begins with putting gender equality issues at its centre • Institutions are not gender neutral!

  3. Governance through gender lenses…. Analysing governance through gender lenses – analysing to what extent institutions are: • inclusiveness, • responsive and • accountable to women.

  4. Gender Inclusion: Gender responsiveness: institutions take into account and respond to women specific needs and priorities? are women excluded/included in governance processes? Do women participate?

  5. Gender Accountability • Political accountability (by avoiding gender related issues or by not supporting gender equity commitments with adequate funds) • Fiscal accountability (by not monitoring the gender equitable distribution of resources) • Administrative accountability (by not setting up systems to detect patterns of discrimination in the treatment of women by public officials) • Legal accountability (by failing to prosecute violations of women rights such as domestic violence, rape of all forms—including within marriage, gender-based violence, etc).

  6. Gender Transformatory Governance! Gender tranformatory governance will mean a world with better choices, opportunities, access to resources and life outcomes for women, through laws, policies, programmes and budgets that challenge entrenched gender inequalities in society and are supported by strong accountability mechanisms.
