The Government of Jamaica (GOJ) has implemented the following PPPs since mid 1990s: Jamaica Private Power Company Limited • BOO for the construction of a 60 MW low-speed diesel power station • 20 year PPA for the sale of the entire output of the plant to Jamaica Public Service • Contract was one of the first implemented by a developing country for an IPP to supply to its national grid • Implemented: 1994 • Value: US$142M Sangster International Airport • 30 year Concession for the management and operations of the airport • US$180m in project financing for new capital investments • SIA is the largest of Jamaica’s two airports and handles 72% of the annual visitor arrivals • Implemented: 2003 • Value: US$180M Highway 2000 – Phase 1 • 35 year BOOT for a 50km multi-lane toll road from Kingston to May Pen, Jamaica’s first • Highway 2000 project was designed to be carried out in a number of phases for the completion of a 230km tolled highway from Kingston to Montego Bay with a spur from Ferry to Ocho Rios. • Implemented: 2002 • Value: US$324M

Government of Jamaica PPP Programme • Lessons Learned A central unit needed to build GOJ capacity and ensure good PPP practices are utilized; Disciplined and clear PPP processes and criteria are needed to ensure coordination within government; Fiscal risks in PPPs need to be monitored at every stage of the PPP, from project selection to post-contract monitoring; Detailed, transparent, time-sensitive and competitive procurement processes are essential.

Strategic commitment to Programme is integral to success International body of knowledge and standard procedures for PPPs need to be adopted to fit context Public Sector Investment Planning process is key to project identification Multilateral partners are important for the development of the programme

Capacity Building and sensitization of stakeholders in PPPs is integral to success Resource limitations of critical stakeholders needs to be addressed Identifying funding for the development, structuring and execution of PPP projects Existing procurement legislation needs to be updated to recognise PPPs

Where are we heading? “How-to” guides have been drafted and are being reviewed to ensure they fit Jamaica’s context Targeted sensitization and training programmes to continuewith a broader programme by April 2014 Public Sector Investment Planning process to be adopted across the GOJ Establishment of a Project Preparation Fund
