    3. TSA objectives 1. Improve standards of service delivery for tenants 2. Support decent homes and neighbourhoods 3. Promote effective tenant involvement and empowerment 4. Ensure providers are well run and deliver value for money 5. Promote and protect public and private investment 6. Encourage and support a supply of well-managed social housing

    4. Ten strategic proposals to shape regulation 1. National Standards to achieve our objectives, reflect tenants concerns and government action 2. National Standards should be clear, succinct, based on outcomes and avoid prescribing detailed processes 3. Transparency tenants, landlords and local authorities to be able to assess performance of landlords in their area 4. Providers should agree with tenants local standards that are tailored to reflect their needs and priorities 5. Good governance is a universal principle 6. Independent validation, benchmarking and annual reporting of performance

    5. Ten strategic proposals to shape regulation (continued) 7. Focus TSA resources and inspection - in 2010/11 on identifying and addressing the worst performing landlords 8. Where problems are identified the landlord will be offered an opportunity for speedy self improvement via voluntary undertakings 9. Open up the market with registration criteria that encourages new provider entry 10. Diversity groups understand and respond to the needs of tenants across the six diversity groups
