Background In 2004 INTOSAI adopted its 2005-10 Strategic Plan, which identifies 4 Strategic Goals: • Accountability and Professional Standards; • Institutional Capacity Building; • Knowledge Sharing and Knowledge Services; • Model International Organization. INTOSAI has set up 4 standing committees referring to strategic goals. INTOSAI WGEA and Regional Working Groups

The INTOSAI WGEA has the mandate to • Help SAIs gain a better understanding of the specific environmental auditing issues; • Facilitate exchange of information and experiences among SAIs; • Publish guidelines and other informative materials. Global Coordinated Audit on Climate Change Project leader: Canada Sub-committee: Australia, Austria, Brazil, Canada, Estonia, Greece, Indonesia, Norway, Poland, Slovenia, South Africa, United States, United Kingdom, WB Objectives - Support national audits of climate change by SAIs - Coordinate auditing and reporting in order to create the synergy - Build strategic relationships with key international organizations Main clusters - Mitigation - Adaptation The both clusters include as well elements of Science and Technology INTOSAI WGEA and Regional Working Groups

Guidance materials on Sustainable Energy Project leader: Czech Republic Sub-committee: Australia, Brazil, China, India, Kuwait, Morocco, Norway, Poland, United Kingdom, Vietnam, Zimbabwe Objective - Encourage SAIs to carry out audits on sustainable energy - Provide different ways of audit approaches in this topic Scope - Energy generation and grid network - Energy saving and efficiency - Audit approaches and feasibility of the audits INTOSAI WGEA and Regional Working Groups

WGEA Project Plans (cont.) 6th Survey on Environmental Auditing Subcommittee: Canada, China, Czech Republic, UK, New Zealand, Norway, AFROSAI, OLACEFS Scope - Follow-up of the 5 previous surveys - Covers the period of 2006-2008 - Tool for gathering information on SAIs needs - Instrumental in developing WGEA next Work Plan Topics - The survey will trend only the data that add value • Any special questions or themes from RWGEAs? INTOSAI WGEA and Regional Working Groups

Roles and Responsibilities of the WGEA Chair and Secretariat • Overall administrative support to all aspects of the WGEA • Organizes WGEA and SC Meetings • Leads development of the triennial work plan • Maintains and enhances the WGEA Web-site • Designs and undertakes the Survey on EA • Communicates within and outside of the WGEA • Supports training and capacity building initiatives • Summarizes progress and achievements • Leads liaison and relationship building • Communicates and supports RWGEAs • Manages the authoring, publication and translation • Presents WGEA at the INCOSAI INTOSAI WGEA and Regional Working Groups

Roles and Responsibilities of the Regional Working Groups on EA • Serves as focal point for two-way exchange with INTOSAI WGEA • Organizes meetings of regional members • Leads and coordinates development of regional work plans • Supports regional information gathering • Provides liaison with regional INTOSAI bodies • Supports regional training and capacity building initiatives • Encourages cooperative audits • Participates as member of the SC INTOSAI WGEA and Regional Working Groups

RWGEA role in INTOSAI WGEA Work Plan Input from Regions: • Regional coordinated Audits on selected topic • Support to the WGEA if necessary in getting feedback to the questionnaire of the 6-th Survey • Identifying the regional needs for the INTOSAI WGEA Communication/Cooperation Strategy • Indicating regional needs and interests for the INTOSAI WGEA next period Work Plan • Sharing with regional best practices and experiences INTOSAI WGEA and Regional Working Groups

WGEA next meetings • WG 12 in January 2009 in Qatar, Doha – learning and sharing information on emerging topics; • SC 8 in August 2009 in Indonesia – approval of project drafts; • SC 9 in early 2010 in Tanzania – approval of final project drafts; • WG 13 in June 2010 in China – approval of the outcomes from current working period and Work Plan 2011-13 for presenting to the XX INCOSAI INTOSAI WGEA and Regional Working Groups
