  3. Who? What? Where? When? HOW?

  4. WHO? MHCF/AG Streamlined MHCF Supplemental Housing counseling and legal service organizations, NOT awarded funding under the 3 year grant. Required: NO Limitation: Current grantees may apply for supplemental funding ONLY for new/unfunded programs • Housing counseling agencies and legal service organizations awarded 3 year grants under the MHCF/AG Settlement RFP. • Required: YES

  5. WHAT? MHCF/AG Streamlined MHCF Supplemental Agencies who did not receive funding in the CY13 grant round may apply for funding for innovative programs to provide counseling services to improve the well-being and financial stability of Maryland homeowners or tenants affected by the foreclosure crisis and economic downturn. • Agencies awarded funds in CY 13 will be reviewed to assess for program development, accomplishments and progress towards goals under the initial CY 13 proposal and on any proposed changes or developments.

  9. WHEN? • Both the MHCF/AG Streamlined Review and the MHFC Supplemental RFP are due: by 2:00 p.m. FRIDAY, NOVEMBER 1, 2013

MHCF/AG Streamlined Review Submit one (1) original and three (3) copies of an unbound application and all required attachments by 2:00 p.m., Friday, November 1, 2013 to: Maryland Department of Housing and Community Development ATTN: Maryland Housing Counseling Fund / Mortgage Settlement Fund Division of Neighborhood Revitalization 100 Community Place Crownsville, MD 21032-2023

  13. MHCF Streamlined Review THE GRANT REVIEW The review contains four sections: • Section I. – General Information • Section II. – Submission Information • Section III. – Technology • Section IV. – Documents to be executed or attached by grantee.

MHCF Streamlined Review Section 1. – General Information • Parts 1 and 2 cover contact info, exhibits, HUD certification and client management systems. • Part 3 – Grantee Certifications * The request total should = the 3 year award under your renewable grant agreement + $800 for CY14 technology.

  15. MHCF Streamlined Review Section II: Submission Information Part. 1: • Areas of Service & Populations Served • Experience and Expertise • Please update the staff chart and please note any changes or departures since the previous year.

MHCF Streamlined Review Section II: Submission Information (cont) Part 1: (continued) • Impact of Program • Use the goals/outputs/outcomes as agreed to in your Exhibit A of your grant agreement to complete the chart. • Please note any problems or adjustments towards your goals. • Partnership and Collaboration

  17. MHCF Streamlined Review Section II: Submission Information (cont) Part 2: Budget Information • Actual CY13 Year one. Project for CY 14 and CY 15 • Add in $800 in technology for CY 14 • Totals must remain the same as original request (+$800 in CY 14 for tech), but allocation of uses can change as necessary. • Excel document labeled “Multiyear Budget Request Form for RFP/Grant Review” may be found on the Resources for Counselors: http://mdhope.dhcd.maryland.gov/Counseling/Pages/CounselorsPortal.aspx It will make your life easier (at least we hope!)

MHCF Streamlined Review Section III: Technology • DHCD is sponsoring a foreclosure mediation portal developed by IndiSoft, Inc. that will allow homeowners, housing counselors, lenders, homeowner and lender attorneys to submit and exchange required documents electronically through the portal. • DHCD is requiring use of the Foreclosure Mediation Portal for grant awardees. • DHCD will be funding the portal fee of $800.  • Please reflect the $800 for the Foreclosure Mediation Portal under “Technology” within the budget you are submitting with this Grant Review. • Indisoft will provide training for the portal in the next month or so.

MHCF Streamlined Review Section IV: Documents • Copy of Good Standing can be printed from the SDAT website: http://sdatcert3.resiusa.org/ucc-charter/CharterSearch_f.aspx • DO NOT PAY FOR AN OFFICAL CERTIFICATE • (1) Type in your Org. Name + click search; (2) Select “General Info”; and (3) print the screen that appears.

  23. MHCF Streamlined Review Section IV: Documents IGNORE 4. Contract Affidavit, and 5. Assurance of Compliance These two documents are not necessary at the Review/RFP Stage and are included in the grant agreement. We will ask for it then. (our mistake, should have been deleted).

  26. MHCF Supplemental RFP • Covers 2 years 2014 -2015. • Is substantially the same application as the 3 year MHCF/AG RFP. Just updated. • This RFP is primarily for agencies that were not awarded funding (did not apply or did not receive it) in the 2013 three year round. • Current grantees may only apply for programs/activities that are not currently covered under their 3 year grant.
