  2. 群團發展目標 • 培育萬能、快樂、成長和服務的羅浮 -推廣興趣分組 -推廣進程訓練 -建立服務員專業人才資料庫 -群團間區域服務員資源共享 -推動群團間合作 • 具有全方位技能知識的領導人才 • 發起社會服務，帶動社區發展 -推廣全球青年服務日 -帶領社區幼童軍團集會 • 成為區域指標性之社團

  3. 童軍會發展目標 • 積極推動羅浮活動，達到校校有羅浮群，鄉鎮有群團 -對大眾行銷（公益活動/成果發表/ 新聞媒體）建立童軍形象 -活化各區羅浮聯誼會 • 培育羅浮領導人才，舉辦研習與訓練活動 -辦理羅浮人才之相訓練課程或營隊

  4. 總會發展目標 • 在國內積極推動羅浮活動，使其成為國內最具前瞻性及影響力之大專青年社團 -全國羅浮成果發表 -全國羅浮表揚大會 -全國百大羅浮經驗分享 • 國外積極參與國際羅浮活動，使其成為亞太區及世界組織之童軍活動發展中心 -國際活動人才培育
