Objectives and Methods Objective is to • carry out an overview of the practice and policy concerning harm reduction services provided for problem drug users (PDUs) in European Prisons • identify the national conditions for their introduction and implementation Methods • Semi-structured electronic questionnaire • Topics: interventions provided, existing guidelines, driving factors for introduction of main interventions, barriers for not having implemented specific harm reduction measures • Addressed were all EU countries, Norway and Switzerland (February 2012 – on-going) • Information is provided by the prison administrations of the Ministries of Justice or national experts in the prison field

Database for inventory Response rate: 94% = 28 countries • Included are Norway and Switzerland • Not yet included: Luxembourg and Czech Republic • Pecularities • From Germany 3 out of 16 Federal states – NRW, Rheinland-Pfalz, Thüringen • From Spain: Catalonia and Madrid • From UK: England, Northern-Ireland, Scotland

  5. Problem drug users in prisons In 24 countries (86%) an initial screening for drug use problems is conducted hstoever@fb4.fh-frankfurt.de zurhold@uke.de

  6. Provision of drug treatment Detoxification is not available in: Bulgaria, Cyprus, Finland, Latvia, Lithuania, Portugal, and Slovakia OST is not available in: Bulgaria, Cyprus, Lithuania, Slovakia

  7. Coverage of drug treatment Only a few countries specified coverage in terms of the percentages of prisons where the intervention is provided

  8. Prevention of sex- and drug-related risks Prison-based NSP available in Spain, Switzerland, Romania, Germany

  9. Prevention and treatment of infectious diseases Testing of HIV and HCV and treatment for HCV not available in Bulgaria and Latvia

  10. Information and education Measures for safer tattoo and piercing available in Spain, England, Scotland, Slovakia

  11. How many interventions are implemented? Out of a maximum of 28 different interventions The lowest number of interventions: Cyprus, Latvia and Bulgaria The highest number of interventions: Spain, England, Scotland, Germany
