  2. CI Program Background • 2001 – Launched 60 days after September 11, 2001 • 2002 – Recognized by White House Office of Homeland Security • 2005 – Successful Proof-of-Concept used daily by Dallas FBI.

  3. HSIN–CI Mission • Mission: To create a national public and private sector self governing, vetted audience for local, regional and national routine information sharing and 24/7 all hazards alerts and notifications.

Responsibilities: FBI Regional Managers • FBI Regional Managers: • Serve as the regional (multi-state) program lead. • Responsible for the day to day operations of the CI program; People, Process and Technology. • Responsible to identify and recruit local/regional, private and public domain experts and decision makers to serve as the Regional Governance (RG). • Responsible to ensure that the RG composition is representative of national and regional critical infrastructures as significant local private sector entities. • Reports program status to the NPM.

  22. CI Program Summary • CI Program is managed by DHS (HSOC) and FBI Field Intelligence Section, via 1 National Program Manager and 10 full-time FBI Special Agents (Regional Managers). All 56 FIGs can leverage the CI member database and communication features. • L • CI Membership is a Self-Governed, Self-Vetted National Audience of Private and Public Sector Decision Makers and includes the Regional Manager; • L • HSIN-CI technology provides for (Horizontal and Vertical) unclassified Information Sharing and 24/7 all hazards alert and notification; • L • 2005 Membership is projected at 200,000. • L
