  4. ASA’s Mission Statement The American Subcontractors Association amplifies the voice of and leads trade contractors and suppliers in order to improve the business environment for the construction team and to serve as a steward for the community.

  7. A Revolution in the Making 1966: ASA was founded in Washington, D.C. 1973: Launched Project SORE (Stamp Out Retainage Entirely) 1979: Obtained OMB pledge to improve government payment on construction 1983: OFPP published rule eliminating routine federal retainage

  8. A Revolution in the Making 1984: Condemned AGC unilateral model subcontract as onerous and inequitable 1988: Won Congressional enactment of prompt pay for subcontractors on federal construction 1990: Won elimination of individual sureties on federal construction

  9. A Revolution in the Making 1994: Developed a model subcontract with AGC and ASC 1997: Formed the SLDF and won first case – eliminating pay-if-paid in California 1998: Condemned new AGC model unilateral subcontract

  10. A Revolution in the Making 1999: Won Congressional enactment of stronger payment bond protections 2000: Initiated the Subcontractors Transfer of Risk Action Plan (STRAP) 2001: Introduced federal anti-bid shopping legislation

A Revolution in the Making 2001: Established that Additional Insured = Broad Form Indemnity in an amicus brief filed with the Delaware Supreme Court 2003: Conducted Payment Advocacy Year! to call attention to payment problems in the construction industry 2003: Enacted risk transfer legislation in two states

  12. A Revolution in the Making 2004: Introduced Stand Up!, a 24-month education program on subcontracts 2004: Introduced the ASA Report: The Policy Environment in the States 2004: Published research reports on retainage & electronic reverse auctions 2004: Won three SLDF cases
