Background • Oct 98: Tri-service Assessment Initiative (TAI) founded by OSD to address software acquisition issues • Army selected as Executive Agent • May 00: Defense Science Board recommends independent assessments for all ACAT I-III programs • Jun 01: Independent Expert Program Reviews incorporated into DoD 5000.2-R • ACAT IC/ID programs shall conduct an IEPR between MS B and CDR • Apr 04: OSD re-directed Systems engineering efforts toward Defense Acquisition Program Support (DAPS) and transferred TAI to DCMA for execution • Present: ASN (RDA) continues to perform IEPRs for Navy PM’s using TAI process

IEPR Objectives • Provide Assistance to Program Managers • Identify specific program risks • Provide PMs with actionable recommendations • Use the Total DoD Capability (expertise and tools) • IEPR Teams leverage DoD, FFRDCs, academia, agencies, industry resources • Analyze Systemic Issues that Plague Projects Across Navy • Make recommendations to acquisition leadership to improve Navy acquisition as a whole

Typical Assessment Process • Initiate & Plan Assessment • Meet with PM, establish scope and initial issue areas • Collect program information • Assign appropriate team • Conduct Assessment • Team meeting to review program information, strategy • Team visits (Prime Contractor, Program Office, Other) • Integrate and Report Results • Analyze issues • Generate recommendations and report • Provide IEPR Program Assessment consistent with RDA Reporting • (e.g. Dashboard) • Review with Program Office • Finalize report • Solicit customer feedback

Assessment Team Groundrules • Overall objective - contribute to program success • Non-Disclosure - confidentiality • Adherence to the defined Assessment Process • Prepare questionnaires if necessary • Non-attribution interviews • Open and objective communication • Multiple perspectives • Consensus based recommendations

Assessment Issue Areas • Environment - Regulatory, Workplace, Political • Mission Requirements -Stability, Dependencies • Financial - Funding, Budget • Resources -Personnel, Facilities, Tools, Products • Management -Acquisition Strategy, Project Planning, Contracting/Subcontracting • Technical Process - Capability, Conformance, Enhancement • Technical Product - Product Line, Quality, Safety • Schedule - Progress, Dependencies • User / Customer - Satisfaction, Training • Project / Team Specific - Project/Team Defined

Cost • IEPR are conducted on a reimbursable basis • DASN ACQ personnel travel costs only • Government Team Members • DBOF activities on a Reimbursable Basis • Other activity members for Travel only • Contractor/Consultant SME’s on a full Basis • DASN ACQ will coordinate all required contracting actions • Reimbursable funds provided to DASN ACQ via MIPR

What We Accomplish for a Program • Identify and Prioritize Program Issues: • Use experience and expertise of the team members • Build on knowledge gained from other IEPR assessments • Investigate and Evaluate Identified Issues: • Discussions, Document Reviews, and Analysis • Capitalize on different perspectives gained • Cause and Effect, and Issue Inter-relationships • Deliver a comprehensive Assessment Report/Outbrief: • Strengths • Prioritized issues and associated risks • Actionable recommendations and follow up activities • Overall Assessment consistent with RDA reporting Provide PM the Knowledge to be Successful
