    8. TOP TEN 14(c) COMPLIANCE ISSUES Ensuring that Special Minimum Wage (SMW) Worker has disability that impairs his or her productivity for the work performed (Different from JWOD). Paying for ALL hours worked. Proper ROUNDING.

    9. TOP TEN 14(c) COMPLIANCE ISSUES Ensuring accurate and timely work measurement/time studies are conducted. Conducting timely and proper PREVAILING WAGE SURVEYS. Review/Adjust Prevailing wages at least annually, after minimum wage increase, after change in job or process.

    10. TOP TEN 14(c) COMPLIANCE ISSUES Using correct Personal Time, Fatigue and Delay Allowance when computing piece rates. Proper evaluation of hourly paid workers using quantity, quality of production-- within first month, every six months thereafter and timely adjustment of wage rate after the evaluation.

    11. TOP TEN 14(c) COMPLIANCE ISSUES Improper use of BEHAVIORAL standards when determining wage rates. Under SCA, improper job classification and failure to pay FULL fringe benefits as required by Wage Determination.
