  18. The Red Queen’s Race The Red Queen's race is an incident that appears in Lewis Carroll's Through the Looking-Glass and involves the Red Queen, a representation of a Queen in chess, and Alice constantly running but remaining in the same spot.

  19. Security technologyruns the risktogive birth to a Red Queen’s race • History teaches that worrying overmuch about risks rarely stops them. Technology is hardly the solution to policy problems. • If we are concerned about ethical and social implications of security technology, we would do better to try formulating policies rather than searching for mere technological fix.

  20. RISE Goal • We need • A vision for the implementation of biometric technology • a strategic policy agenda which focuses on ethical and human issues, say, an enterprise similar to what happened with genetic technology and the Human Genome Project in the 1990s .
